Team Lead, Physical Security Compliance

Number of positions: 1 Job Location: Horne Payne Office

Employment type: Permanent Region: Lower Mainland

Hours of work: Full-time (37.5 hrs/wk) Flexible Work Role: Hybrid

Annual salary: $ 127,900.00 - 161,800.00

What you'll do

As an MRS program expert embedded within Security and Emergency Management, this role provides guidance, direction
and education to their respective business area and maintains expertise and knowledge of the program’s methodologies,
policies, and practices published by BC Hydro, the British Columbia Utilities Commission (BCUC), North American
Electricity Reliability Cooperation (NERC) and Western Electricity Coordinating Council (WECC). The role works
collaboratively to support MRS and / or CIP requirements with Reliability Compliance, the CIP Program Office and
Compliance Leads across other business groups. In addition, the role provides team leadership to a small team of technical
professionals and analysts. Responsibilities in this role include:
  • Executing the accountabilities and responsibilities for the assigned MRS Critical Infrastructure Protection (CIP) Standards
and Requirements (the Assigned Standards).
  • Evaluating business processes on an ongoing basis to identify reliability and compliance-based risks in relation to MRS
and CIP requirements.
  • Developing, implementing and maintaining procedures, processes, internal controls, work instructions and reports,
associated with the Assigned Standards to ensure ongoing compliance.
  • Assessing the training, change management and field support requirements for standards compliance.
  • Maintaining knowledge and awareness of industry practices and trends associated with Assigned Standards.
  • Acting as technical lead for assigned MRS Standard(s) and the associated Requirements (Assigned Standards)
  • Assessing implications of new and revised standards, providing comments and developing estimates of cost and resource
requirements to ensure ongoing compliance
  • Providing technical leadership for the implementation of new and revised standards
  • Participating in annual risk-based compliance assurance programs and audits.
  • Identifying and rectifying areas of compliance risk or potential violation.
  • Communicating technical issues persuasively to diverse audiences including senior leaders, executives, regulators and
other external audiences.
  • Leveraging and/or advocating for systems tools and support for compliance.
  • Developing and implementing mitigation activities.
  • Leading a small team of technical professionals by establishing work plans, providing work direction, coaching, and
performing other people leadership responsibilities.
  • Liaison with internal and external stakeholder to develop and review physical security scope for NERC regulated sites,
and the BC Hydro Enterprise
  • Develop and implement metrics to track physical security service requests, and action requests based on priority

What you bring

  • Bachelor’s degree in a relevant discipline.
  • Minimum of 10 years of experience in the areas of power system asset planning, operation and control, energy utility
design, operations & maintenance, cybersecurity, or operational technology.
  • Demonstrated knowledge and understanding of NERC Mandatory Reliability Standards and / or Critical Infrastructure
Protection regulatory activities as well as WECC and BC Hydro reporting and compliance activities.
  • Experience with Physical Access Control Systems and associated components.
  • Understanding of audit requirements including the ability to analyze compliance quality, accuracy and adequacy.
  • Demonstrated abilities to understand, develop and quality check processes.
  • Minimum of 5 years technical leadership experience.
  • Excellent written and verbal communications skills.
