CRA's National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

Employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. Effective September 9, 2024, this requirement will change to a minimum of three days per week or 60% of their regular monthly work schedule. Individual exceptions may be granted based on individual circumstances and the nature of the work being performed.

The GeoHub is a newly created team at the Canada Revenue Agency, since 2020, focusing on geospatial analytics and research. The GeoHub is part of the Research and Innovation Lab at the CRA and aims to be innovative at the Agency by developing new geospatial tools and capabilities. Through the implementation of best practices in spatial data processing, handling, and analysis the GeoHub empowers evidence-based and data-driven decision making that supports services and program delivery for Canadians.

Senior Analyst (ES0179)

  • Monitors, evaluates and provides strategic advice for program branches on performance management frameworks, planning, reporting and accountability structures, performance indicators, etc.
  • Leads geospatial efforts that provide research, analysis and advisory services to Senior management on the implementation of results-based management initiatives, systems, frameworks or approaches.
  • Initiates, establishes and coordinates GeoHub partnerships within the Agency and represents the Agency externally with other federal government departments
  • Develops strategic Agency level position papers, briefing and presentation materials for senior departmental management on various geospatial workloads.
  • Contributes to the development of corporate planning documents.

Senior Quantitative Analyst (ES1564)

  • Plans and leads operational and developmental geospatial projects, develops geospatial methodologies, sets work objectives and oversees the work of multi-disciplinary project teams.
  • Initiates, directs and conducts research into geospatial analysis, data quality analysis and other statistical methodologies to identify new techniques of relevance to the analysis and reporting of CRA statistical data.
  • Provides consultative services as an expert on geospatial data analysis, statistical methodologies and quality issues to colleagues and associates from CRA and client departments.
  • Writes reports, prepares presentations to communicate the results of geospatial analysis.
  • Coaches and/or mentors, assigns tasks and transfers knowledge to less experienced staff.
  • Oversees information to be included in Information Technology Branch (ITB) work orders/business suite releases.

To be eligible, you must meet the following requirements.

Education
A degree from a recognized postsecondary institution, with an acceptable specialization* in economics, sociology, statistics, geography, Geographic Information Systems (GIS), or geomatics.

  • The specialization may be obtained through an acceptable combination of education in a quantitative or qualitative research fields, training, and/or experience. The onus is on the candidate to provide sufficient information to demonstrate they meet the specialization by means of a combination.

Experience
Have experience in:

Quantitative stream:
  • Significant experience* in using two or more of the advanced programming languages or software packages listed below to conduct geospatial analysis:
  • Structured Query Language (SQL)
  • R
  • Python
  • ArcGIS Pro
  • Other comparable programming language or statistical software

Significant experience* using geospatial methods to extract, prepare, and visualize complex*** spatial data and draw conclusions using effective data visualizations.

Qualitative stream:
  • Significant experience* in conducting analysis of policies, programs, or strategic change in order to provide advice, recommendations or options to senior management**.
  • Significant experience* deriving business value from geospatial analysis or data visualization that aligns with the project objectives, scope, and addresses the needs of the client.
  • Significant experience is normally associated with the performance of these functions as part of the major job duties through employment, for a period of twenty-four (24) cumulative months in the last three (3) years.

**Senior management is defined as Director (Executive level) and above.

***Complex is defined as: having multiple sets of geospatial data, from varying sources, as well as having unstructured data that needs to be analyzed and compiled.

Asset staffing requirements
We may use the following asset staffing requirements to screen applications. Make sure to clearly demonstrate how you meet them on your application.

  • Significant experience managing spatial databases (e.g. PostgreSQL, Microsoft SQL Server, Oracle, etc.) including data acquisition, quality assurance, data integration, and documentation as well as implementing best practices and standards for spatial data organization, storage, and retrieval.
  • Experience working in government. Please specify position and department or agency together with relevant start and end dates.
  • Experience in a leadership role (assigned or emergent) providing guidance on best practices, methodologies, and tools within the field and motivating others towards a common goal, facilitating discussions that maximize participation, OR reviewing others' work and providing constructive feedback.
  • Experience in researching and utilizing spatial data from various sources, including government websites and open data portals
