The CRA has introduced the requirement for on-site presence including hybrid work models where employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. Work arrangement agreements and specific circumstances may be discussed with the manager at the time of hiring.

The Compliance Programs Branch (CPB) is looking for talented and motivated people to join a high performing management team that emphasizes team work and thinking outside the box. You can expect to work with senior management, subject matter experts, and key stakeholders from across the Canada Revenue Agency (CRA) to enhance and promote compliance with the legislation administered by the Canada Revenue Agency in a manner that maintains trust in Canada's tax administration, ensures a level playing field for taxpayers, and supports the delivery of various tax credit programs in a timely, consistent and prudent manner.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

The CRA's minimum education standards for the MG- Management group*

*Some MG positions require a higher education standard based on the nature of their duties, business requirements, and/or the organizational context. For example, specialized knowledge can be part of the educational requirement for some MG positions. Other positions may require either eligibility for a recognized professional** designation or a degree from a recognized postsecondary institution with an acceptable specialization.

In accordance with the MG education standard, the MG-AFS-06 position will also require one of the following education standards:

  • AU – Auditing
  • ES – Economics, Sociology and Statistics
  • CO – Commerce
  • CS – Computer Systems

All proof of education must be clear and legible. Proof must indicate that your diploma or degree was conferred, along with your name, institution and level of education (diploma, degree, masters or PhD).

**A recognized postsecondary institution is defined as a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism. The institution must be listed in the Canadian Information Canadian Information Centre for International Credentials directory.

Experience – Manager, Compliance Programs (MG-AFS-06)

You must meet the experience requirements in four (4) or more of the options below and must occupy a position at the AU-04, ES-05, CO-03 or CS-03 level, equivalent or higher (Federal public service employees EC-06):

  • Experience* developing and/or implementing and monitoring large scale program systems for the Branch and/or Agency/Department.
  • Experience* leading, reviewing, evaluating program performance and resource needs, and input to overall strategic direction of a program or corporate work at the Directorate, Branch, regional or national level.
  • Experience* in developing and fostering collaborative relationships and networks with internal and external stakeholders and participating in various forums/committees as a representative of your organization.
  • Experience* in the development of key written briefings, decks, speeches, and presentations to senior management** on complex*** issues (e.g., National Program, Policy Issues, Issues Management, Human Resources Issues, Financial Issues or other Corporate Issues).
  • Experience* in achieving results, conducting program monitoring or risk analysis or providing support on technical complex*** files.
  • Experience* developing and/or implementing national policies or procedures or training or communications products of plans.

AND

  • Experience* leading, coordinating, supervising, or managing the work of others under an area of responsibility such as but not limited to, establishing, monitoring, and adapting plans, managing deliverables, delegating work, coaching and mentoring, setting expectations, ensuring deadlines are met, etc.
  • Experience is associated with the performance of these functions as part of the major job duties accomplished for a period of a minimum of twenty-four (24) consecutive months within the last five (5) years for each experience factor.

**Senior management (EX-01 or above) is defined as a person of authority in an organization who is involved in policy making or program implementation.

***Complex means an environment with at least two of the following characteristics: involving many partners or stakeholders, creating a precedent or having a major impact on the organization, or having the potential for significant media coverage.
