The Opportunity
The Solid Waste Operations Branch is a branch within the Waste Management and Environmental Sustainability Department. This branch is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. Responsibilities also include the operation of the scalehouse, which is the first point of contact for customers and waste entering the landfill site.

The Supervisor of Waste Collection Services leads the management of the City's high-volume municipal non-hazardous solid waste collection programs such as garbage, recyclables, organics, leaf, yard waste, and other future materials from sources such as the single family and multi-residential sectors, public spaces and businesses in compliance with legislation and the City Waste Management By-law. Responsibilities include tender specifications, bids evaluation, service agreements, contract administration, contractor liaison and trouble-shooting contractor and contract issues, negotiating and communicating route changes, assessing collection efficiencies, conducting field inspections and coordinating audits with the Solid Waste Management Policy and Planning Branch, developing standard operating procedures (SOPS), tracking contractor performance and materials types and volumes, collaborating with the Solid Waste Management Policy and Planning Branch on data analytics, diversion metrics and annual reporting requirements, collaborating with Access Barrie on Customer Service Representative (CSR) training and informational needs, investigating and resolving escalated complaints, and similar duties related to high-volume multi-materials curbside collection programs. The position also prepares and administers Section budget, supervises and develops Collection Section staff, contributes to Branch Management Team, and acts in the absence of and provides back-up support to the Manager and other Supervisors.

The position works in concert with the Solid Waste Management Policy and Planning Branch, Municipal Operations and Landfill Operations groups to 1) assure the sanitation, health and safety of the community related to solid waste management and environmental protection; 2) to ensure compliance with applicable legislative/regulatory requirements and City environmental by-laws; 3) to ensure solid waste diversion and recycling targets are optimized and address evolving streams, mitigate risk and maximize available subsidies; and 4) contribute to environmental infrastructure capacity planning and implementation for growth.

Education (degree/diploma/certifications)
  • Three (3) year College Diploma in Civil or Environmental Engineering Technology, Environmental Science, Resource Management/Technology, or a related discipline, including specific studies in waste management, contract administration, public relations and customer service

Experience
  • Five (5) years of experience performing duties related to the above-mentioned major responsibilities, including demonstrated leadership/supervisory experience
  • Demonstrated experience leading and administering integrated solid waste management systems with a focus on high-volume waste/recycling curbside collection programs, including waste collection contract management, public relations, customer service, and supervisory experience
Knowledge/Skill/Ability
  • Working knowledge of the following legislation, regulations, or requirements: MECP & RPRA compliance and reporting requirements; the Occupational Health and Safety Act, Resource Recovery and Circular Economy Act and the Resource Productivity & Recovery Authority (including the former Waste Diversion Ontario), the Waste Free Ontario Act, Environmental Protection Act, Environmental Assessment Act, Ontario Regulation 347 (Waste Management), and Transportation of Dangerous Goods Act, Municipal Waste by-laws and enforcement
  • Working knowledge of the following principles and standards: Provincial/Municipal solid waste management and waste diversion programs, solid waste and recyclables collection and contract management, waste segregation, yard waste collection and composting, household hazardous waste programs, electronics recycling, customer service excellence principles, web and information materials design, social media, business planning/budgeting and procurement practices in the public sector realm; collective agreement administration, and contemporary management and staff leadership practices, waste management/diversion/ reduction, curbside collection methods and contracts, and environmental stewardship programs.
  • Demonstrated ability to foster and contribute to a positive, productive, service driven work environment; and to deal courteously and effectively with all contacts
  • Intermediate skills include: Analytical; Customer Service; Interpersonal; Leadership; Organizational; Presentation; Problem Solving; Supervisory; Teamwork
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite, Microsoft Project and Visio, Social Media, waste management software systems such as Geoware and GPS tracking software, GIS mapping, and the internet
  • Availability to work evenings, weekends, or holidays, including rotating Saturday coverage of the Landfill Site
Conditions of Employment
  • Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business
  • Satisfactory Criminal Record Check*
  • Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees who have met this criteria will be exempt from this requirement.

  • Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2024 pay range:
  • Pay Level: Level 12
  • Yearly Salary: $85,645.83 to $114,764.56
  • Hourly Pay Rate: $47.06 to $63.06
