The Professional Standards Section (PSS) Civilian Investigator investigates concerns and complaints, made against police officers and policies of the Calgary Police Service. The Civilian Investigator prepares documentation to be presented Service-wide, and to the PSS legal and managerial teams. Specific duties include:
Attempt to informally resolve concerns and complaints, where appropriate, prior to commencing a formal investigation.
Interpret and identify relevant allegations in relation to complaints and concerns of police misconduct or policy through the application of the Police Service Regulation, Police Act and Criminal Code.
Conduct complex and sensitive interviews with complainants/civilians.
Gather electronic evidence related to complaints of misconduct or policy including but not limited to Body Worn Camera footage, In Car Digital Footage, surveillance footage, telephone recordings, etc.
Compile and draft comprehensive summaries of evidence collected into PSS reports including FIRM and other reports which are disseminated for education and training purposes.
Liaise with legal counsel and seek advice on allegation identification and other matters.
Administrative tasks associated with major case management protocols, SOP review, and electronic file organization.
Qualifications
A High School Diploma and 10 years of experience in law enforcement or investigation in a related field; OR a diploma in Criminal Justice, Social Sciences, or a related field and 7 years of experience in law enforcement or investigation in a related field; OR a Bachelor's Degree in Criminal Justice, Social Sciences, or a related field and 3 years of experience in law enforcement or investigation.
Knowledge of the Alberta Police Act, Police Service Regulation, Policing Policy and Procedures and related Municipal, Provincial and Federal legislation and demonstrated understanding of policing duties and responsibilities is required.
An intermediate level of Microsoft Office skills (Word, Outlook and Excel) is required.
Experience with IAPro software would be an asset.
Ability to manage multiple competing priorities in a fast-paced environment with time sensitive deadlines. Excellent communicator with relationship building skills that help to coach and develop. Able to anticipate challenges and prioritize urgent issues, optimizing time and resources while making effective decisions and providing excellent customer service.
Pre-employment Requirements
An enhanced security clearance and pre-employment polygraph will be conducted.
Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.
