As a Project Lead in Project Delivery Services within Buildings and Architecture (B&A), you will execute and oversee the completion of multiple, concurrent capital projects and related process management functions for the B&A team. Primary duties include:
Build inclusive teams and support the development of self and others, while modelling City values and promoting respectful workplace behaviors.
Facilitate organizational change and empower others to take calculated risks to improve service.
Ensure effective project management for capital projects, including adherence to the Corporate Project Management Framework.
Lead capital project implementation, including project scope, identification of interested parties, timelines, strategies, and costs.
Prepare Requests for Proposals (RFPs) and tender documents, and negotiate directly with consultants and contractors.
Provide direct supervision and oversight to a team of project delivery staff, including performance management, assignment of work, and ensuring quality and service standards are met.
Coordinate interested party engagement, evaluate input, and develop recommendations for capital projects which may include writing reports to Council.
Oversee projects in alignment with the approved documentation on scope, cost, and schedule.
Select contractors and oversee performance from onboarding to substantial completions, progress reports, change requests, cost tracking, permit coordination and facility acceptance.
Liaise with internal City departments, external regulatory agencies, external consultants, and contractors to ensure projects are executed in a timely fashion and align with budget allocation.
Qualifications
A degree in Engineering or Architecture and at least 4 years of relevant experience in project design, tendering, construction, and financial project management are required.
Equivalent combinations of education and experience may be considered.
Experience in managing design and construction consultants and a Project Management Professional (PMP) designation will be an asset.
Working knowledge of The City's processes, including procurement, is considered an asset.
Intermediate proficiency with Microsoft Office, including Microsoft Project, will also be an asset.
Applicants should have demonstrated experience successfully interacting with the public and responding to interested parties and political directives, as well as expertise in the management and execution of complex capital expenditures.
Success in this position requires effective planning, organizational, and leadership skills, along with a high degree of analysis using strategic thinking and sound judgment.
You have strong communication, interpersonal, and problem-solving skills.
