The Project Manager - Special Projects will be responsible for leading high priority, complex projects, that meet the expectations and needs of customers, Council, communities, and citizens, through to successful completion and transition to operations. In this position, you will be accountable for the overall delivery of the projects, ensuring project objectives are delivered within scope, on schedule and within budget. Primary duties include:
Initiate and guide the development of the project charter and scope statement. Identify and confirm the project deliverables, resources, and schedule.
Facilitate planning sessions, brain storming, focus groups, one-on-one meetings with the project sponsor, project team, partners, and steering committee.
Prepare the project budget, defining the allocation of financial resources and obtain project sponsor approval.
Provide direction and guidance to a multi-disciplinary project team by guiding and providing feedback and direction for strict alignment to project plans, schedule, and budget.
Consult with project sponsor to determine and acquire suitable resources, assess project team members abilities, and provide feedback to supervisors on performance as needed.
Prepare procurement documents. Work with Supply Management to evaluate proposals for contractors/consultants regarding deliverable timelines, costs, and terms of payment. Negotiate contracts with external consultants and contractors.
Work with internal partners to resolve conflicts and enforce service level agreements to ensure deliverables are met on schedule and on budget.
Facilitate the development of the project transition plan and communications, including training.
Ensure adherence to appropriate policies and procedures.
Qualifications
A degree in Business, Economics, Commerce, Science, Computer or Engineering with at least 5 years of related experience in leading and managing complex and multidisciplinary projects.
A Project Management Professional (PMP) designation, and/or advanced training in project management will be considered an asset.
Excellent business analysis and presentation skills, with a background that demonstrates an aptitude for solving complex problems is required for success in this position.
Must possess strong planning and organizing skills to meet challenging deadlines and able to research, develop, and recommend options, and facilitate implementation.
Exceptional communication skills, the ability to lead and work concurrently with partners, and well-developed presentation, consulting, and facilitation skills are essential.
