Under the general supervision of the Principal Planner, the Planner 3 is responsible for the delivery and maintenance of a wide range of urban planning programs and services designed to fulfill legislated responsibilities and to meet the present and future community needs. The position supports and assists other planning staff and may also be required to take the lead on various Divisional planning initiatives as required. The Planner 3 is expected to work more independently and with less supervision than entry level planning positions. The position works directly to engage the community in a collaborative manner in delivering programs and services. It is responsible for participation in major planning initiatives, provision of advice, establishment of policy, and facilitation of community consultation.

The position provides recommendations on proposals for development, facilitates community processes, participates in inter-departmental projects and represents the Division at public hearings and on various working committees.

As the Planner 3 you will:

  • Assist and lead in the administration of planning services related to the development application process.
  • Participate in and leads mid- and long- range planning activities.
  • Work collaboratively with internal and external stakeholders.
  • Perform other duties consistent with the classification, as required.

Your education and qualifications include:

  • Masters’ Degree in City Planning or acceptable equivalent.
  • Minimum three (3) to five (5) years progressively complex experience in the field inclusive of any experience required to obtain the Registered Professional Planner (RPP) designation.
  • Experience and/or training in urban design would be an asset.
  • Experience with zoning by-laws, subdivision, and other development approval processes.
  • Extensive knowledge of contemporary planning and community development issues.
  • Extensive knowledge of OurWinnipeg, the City of Winnipeg Charter Act and the City’s by-laws.
  • Knowledge of economic development issues as related to sustainable development at the community and at the neighbourhood level.
  • Strong interpersonal, facilitation and collaboration skills.
  • Strong verbal communication skills including public presentations.
  • Strong written communication skills including formal report preparation skills.
  • Organizational skills and ability to plan, organize, and execute many complex and varied tasks.
  • Ability to work effectively in a team environment.
  • Demonstrated analytical ability.
  • Fluency in French would be an asset.

  • Must have Registered Professional Planner (RPP) designation, or be able to obtain it within 12 months of commencing the position.
  • Membership in the Canadian Institute of Planners (CIP).
