The Ministry of Energy and Resources develops, coordinates, and implements policies and programs to promote the growth and development of the province’s natural resources industries. The Ministry operates as the primary regulatory authority for the minerals and oil and gas industries and ensures competitive royalty systems, regulations, and policies for all natural resource sectors. The Ministry also plays an important role in promoting Saskatchewan’s diverse resource potential around the world.

The Mineral Rights Unit within the Ministry of Energy and Resources is responsible for determining Mineral Ownership and administering the Mineral Rights Tax program, First Nations Mineral Claims, and Mineral Rights Trust Certificates (Scurry Trusts).

The Opportunity

The Mineral Rights Unit within the Lands and Tenure Branch of the Lands and Corporate Services Division is seeking a self-motivated, analytical, and organized individual for a term Mineral Rights Administrator position.

The Mineral Rights Unit works with industry and individual clients, various governments, and with the mineral and land stakeholders across the Government of Saskatchewan. The ability to build and maintain working relationships and to provide clear and concise responses to complex inquiries will contribute to your success in this position.

Reporting to the Supervisor of the Mineral Rights Services, you will be responsible for:

  • The administration of mineral rights trust certificates, including transfer of the trust certificates ownership, investigating to identify the current owners of the certificate;
  • Accurate record keeping of the trust certificates in the Access, IRIS and Excel databases;
  • Royalties and rentals calculations for trust accounts and payments facilitation in coordination with the Revenue and Financial Services;
  • Providing operational support to other areas within the Mineral Rights unit, such as the Mineral Rights Tax program, mineral ownership checks, and Treaty Land Entitlement and land claims;
  • Managing multiple projects and processes simultaneously, ensuring that quality deliverables are completed on time.

In carrying out these duties, you will be required to work closely with trust certificate holders, crown counsel, clients’ lawyers and other officials within the Government of Saskatchewan.

  • Knowledge and experience with the land title system and trusts in Saskatchewan, the ministry’s Integrated Resource Information System (IRIS), Mineral Ownership Spatial Records (MOSR), ArcPro and Geographic Information Systems (GIS) to utilize various Microsoft Access databases and GIS feature classes managed by the Branch.

Typically, the knowledge and experience required for this position will be attained through the completion of a post-secondary education in business, science, public administration, or a relevant field combined with several years of relevant work experience. An equivalent combination of education and work experience will be considered.
