About the role
Exciting Work in Municipal Risk Management that allows you to live and work from anywhere in Ontario!
The Road Specialist offers both internal support for the risk management department, as well as external services to assist IPE’s municipal clients in the maintenance of their road network.
For Municipal Clients, the Road Specialist will work with council and staff at all levels to:
Assist council and staff in understanding their road maintenance requirements as set out in various legislation;
Complete road reviews to determine potential hazards within the roadway and provide solutions that are contained within current standards and/or best practices;
Review road signage to determine conformance with the Ontario Traffic Manual;
Review municipal policies/procedures to determine Ontario Regulation 239/02 Minimum Maintenance Standards compliance;
Review documentation completed by municipal client(s) operation’s department to determine sufficiency and accuracy of the documentation;
Develop and lead educational sessions on legislation/regulations that impact municipal roads, which includes training on accepted standards and best practices in road design, road condition evaluation and maintenance practices, and;
Review collision history at the request of IPE and/or municipal client and provide a reference to standards and/or best practices that may be used to mitigate an unsafe condition.
For the Risk Management Department, the Roads Specialist will:
Write articles on current issues for posting on IPE’s Centre of Excellence;
Participate in regional seminars with other IPE staff;
Other duties as assigned.
What you bring to the table:
Must have several years’ experience as a senior manager (Director level or equivalent) with a focus on municipal roads.
Must have or work towards acquiring a credential in Road Safety (e.g. International Roads Federation Road Safety Audit Team Leader).
Preference for P. Eng or CET.
Must have knowledge of road design principals and road maintenance practices.
Must have knowledge of the Ontario Traffic Manuals and experience in applying the guidelines.
Must have knowledge of the Minimum Maintenance Standards for Municipal Highways and experience in applying the regulation to municipal operations.
Should have experience in preparing bylaws, policies, standard operating procedures, and presentation of the documents to municipal council.
Should have knowledge of current trends in active transportation, vision zero, safety of vulnerable road users, etc. - Should have experience working with/supporting/teaching peers.
Sound knowledge of Microsoft Office Suite applications.
Possession of a valid driver’s license in good standing.
Strong analysis, problem solving and decision-making capabilities.
Clients focused with strong relationship building skills.
Excellent interpersonal, communication and presentation skills.
Ability to travel.
