What are the responsibilities and job description for the Director of Operations (Home Base can be located in Wenatchee, Moses Lake or Okanogan) position at Advance?
PRIMARY ACCOUNTABILITY:
The Director of Operations provides key leadership over operations of Family Health Centers Omak DBA Advance. The position is responsible for overseeing the administration of Advance staff and programs, as well as assisting the COO, CEO and Director of Business Administration with strategic planning for the organization. Other key duties include fundraising, grant management, marketing, and community outreach. The position reports directly to the Chief Operations Officer of Advance.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Support Advance’s Organizational Mission in alignment with FHC’s Mission:
- Works with the COO, CEO, Director of Administration, staff, stakeholders and Advance Board of Directors to align Advance’s strategic priorities with Family Health Centers’ (FHC’s) mission, to positively impact the health of the entire community through strategic planning, community outreach, programming and implementation capacity building efforts for FHC and other Community Based Organization (CBO) partners.
- Responsible for strategy, implementation and grant management to ensure that Advance provides services that strategically position us for long term sustainability and continues to offer complimentary services and programs that support and supplement FHCs menu of service offerings as an extension of FHC’s efforts and to address any service gaps beneficial for the community with an emphasis on vulnerable populations.
- Works to actively facilitate prospective patient access to care via Advance programs back to FHC or relevant CHC for patient care services (medical, dental, behavioral health, etc.) leading to expanding whole person health for the entire community.
- Responsible for actively improving Advance’s organizational image by building community visibility, working closely with other professionals, partnering with civic and private organizations and associations, all contributing to the vicarious enhancement of our collective brands.
- Consults with relevant Advance and FHC department leaders as needed (Ops, Finance, HR, IT, etc.) to ensure the highest level of organizational quality and alignment with shared best practices.
- Operations Duties:
- Responsible for management of all day to day operational activities of Advance including program efficiency, efficacy and programmatic compliance.
- Manages key indicators to monitor and evaluate performance of programs to ensure efficient and effective service delivery and attainment of organizational, operational and programmatic goals.
- Responsible for oversight of ongoing federal state, and local compliance for all Advance activities, including compliance with 42 CFR, HIPAA, WISHA, OSHA and other state and federal regulatory requirements.
- Responsible for oversight of outreach and community health related activities focused on social determinants of health (SDOH) or health related social needs (HRSN).
- Maintains relationships with external healthcare and CBO partner agencies to collaborate in outreach activities related to the organizational mission.
- Develops and maintains compliant and appropriate policies and procedures for Advance, elevating policy changes through the appropriate chain of approval.
- Develops and implements a Risk Management Plan to mitigate risks for Advance including emergency preparedness plans and safety activities as appropriate for staff and work sites.
- Provides leadership, administrative guidance and directs project management for all Advance activities.
- Supports the Director of Administration and C-suite leadership in the management of financial and non-financial resources of Advance in a responsible and compliant manner.
- In consultation with the C-suite and Director of Administration (HR), responsible for directing the hiring, training, evaluation and retention of competent, qualified staff.
- With approval from the CEO, may be responsible for signing notes, agreements, and other instruments made and entered into and on behalf of Advance
- Monitors operational efficiency and satisfaction by seeking feedback from and providing surveys to staff and customers.
- When delegated by the CEO or COO, may serve as the organization’s spokesperson to the organization’s constituents, the media and the general public.
- Other operational duties as assigned by C-suite leadership.
- Board Governance & CEO:
- Provides updates on all Advance activities to C-suite leadership and to the Advance Board of Directors at the request when requested.
- Provides effective and timely communication and reporting to C-suite leadership and to the Advance Board of Directors when requested.
- Financial Performance and Viability:
- Work with the CEO to develop and manage financial resources sufficient to ensure the financial health of the organization.
- Direct grant management activities to ensure fiscal, reporting, legal and program compliance.
- Work with the CEO and fiscal support staff to develop and manage the annual budget for Advance.
- Ensure the production of monthly and annual financial statements that accurately reflect the financial condition of the organization.
- Generate updates on budget proposals and financial reporting for presentation to the Board of Directors as directed by the CEO.
- Review and approve contracts for services in consultation with the CEO.
- Coordinate with FHC’s CFO and Finance Department in preparing for annual audits and facilitating annual consolidated financial statements of FHC and FHC Omak.

PROFESSIONAL QUALIFICATIONS:
1. 10 years’ experience working in the Healthcare or related field (i.e. Community Based Organization)
2. 5 years of experience in a senior level operations position
3. 5 years senior nonprofit management experience
4. 5 years’ experience working with community partners, associations, donors, volunteers, social service agencies, etc.
5. 5 years of experience directly effectively and compliantly supervising direct reports
6. 5 years of experience in financial management, grant management, revenue generation
7. 3 years’ experience working directly with a Board of Directors
8. 2 years’ experience in public speaking on behalf of an organization
9. 2 years of active fundraising experience
10. 2 years working with (preferably supervising) individuals with lived experience preferred
11. 2 years’ experience working in the SUD field preferred
LICENSE AND CERTIFICATION:
12. Bachelor’s degree or higher in Business Administration, Healthcare or related field
13. Valid Drivers License and reliable transportation is required to travel to sites in the area
ATTENDANCE
1. Ensures attendance and hours worked are accurately recorded in our computerized timekeeping system
2. Properly manages PTO hours

WORK ENVIRONMENT:
Work is performed in any of the clinics as needed, occasionally requiring transportation to distant sites. Participation with outreach requires transportation to any of a number of sites in the service area.

Pay: $100,247.00 - $127,587.00 per day
