The Air Force Civilian Service (AFCS) is looking for a Energy Project Development and Program Manager, Full-Time, interdisciplinary position classified as a General Engineer/Architect/Civil Engineer/Environmental Engineer/Mechanical Engineer/Electrical Engineer/Physical Scientist, GS-0801-0808-0810-0819-0830-0850-1301-14 to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Air Force Civil Engineer Center (AFCEC) The Energy Directorate (CN), Special Programs (CNS), Pentagon.   • Permanent Change of Station (PCS) expenses, if authorized, will be paid IAW JTR and Air Force Regulations.

This position has a typical 2024 salary range of $139,395 - $181,216 (includes locality).

Qualifications/Requirements

The primary purpose of this position is to serve as a project development and program manager performing senior duties within the Air Force Civil Engineer Center (AFCEC) Office of Energy Assurance (AFCEC/CN). Responsible for developing, implementing, and overseeing an energy portfolio including natural/built infrastructure energy management and supporting energy resilience through execution. Serves as an authority on integrated facility energy including privately financed, largescale renewable and alternative energy projects as well as direct Department of the Air Force (DAF) investments. The incumbent may perform direction and oversight duties for professional/technical personnel which includes utilities, renewable energy, military construction, performance contracting, and energy/mission assurance.

  • U.S. Citizenship.
  • Bachelor’s degree in engineering, architecture, or physical science consistent with environment, energy, sustainability, and resilience programs from an accredited university is mandatory.
  • Work may require travel by various military or commercial means (e.g., airplane, automobile) in the performance of duty.
  • Work may require duty outside of normal duty hours to include nights and weekends.
  • Some work maybe performed in overseas which may involve a risk to the incumbent and require a wide range of safety precautions.
  • Some work may require incumbent to provide and oversee professional/technical contractor personnel who assist in program implementation.
  • This position requires the employee to drive a motor vehicle. An appropriate valid driver’s license is required for the position.
  • Employee must be able to obtain and maintain the appropriate security clearance.
  • The position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • Position has been identified as “testing designated position.” Incumbent subject to random drug testing.
  • Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to manage programs and projects.
  • Provides direction to team of engineering and science professionals to advance execution of programs for built infrastructure, energy assurance, and resilience integration projects.
  • Serves as a technical expert in assigned program area to provide status updates and advisory services to superiors working groups, and committees.
  • Communicates with HAF, AFIMSC, AFCEC, and MAJCOM staffs on projects in assigned program area to ensure equities are represented in products.
  • Apply technical knowledge and advanced interpretation of DAF, OSD, OMB and Congressional directives, policies and regulations to advance AFCEC/CN energy and resilience initiatives.

Recruitment Knowledges, Skills, And Abilities (ksa)

  • Knowledge of the operations, products, services, needs and goals of the program(s) and the users/organizations served, related customers, intra-government agencies, non-government functions, and funding resources.
  • Professional knowledge in discipline area of concepts, principles, criteria, methods, practices, techniques, materials and equipment. Familiarity with other engineering and science disciplines and practices; extensive knowledge of public law, regulations, policies, practices, and procedures covering the design, construction, maintenance and operations of energy and water infrastructure systems.
  • Knowledge of concepts including programming, cost estimating, design review, project planning and development, and project execution to include evaluation of state-of-the-art technologies and incorporation into natural and built infrastructure.
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
  • Ability to assess the impact of new policies, laws, and technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, devise and recommend solutions to problems.
  • Ability to plan, organize, and manage multiple complexes, multi-faceted programs involving built and natural infrastructure resilience, utilities and facility energy.
  • Ability to develop and maintain good working relations in a cross-functional environment consisting of legal, financial, contracting, programming, engineering, construction, and environmental professionals both in and out of the government.
  • Ability to independently analyze problems, develop timely and economical solutions, explain options and varying provisions consistent with applicable and appropriate programming, legal, financial, contracting, and Congressional laws, regulations, and policy.

Other Requirements/Significant Facts

For General Engineer (0801), Civil Engineer (0810), Mechanical Engineer (0830), Electrical Engineer (0850) & Environmental Engineer (0819):

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

For Physical Scientist (1301)

Degree: Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
