Job Summary: Work will be a hybrid of REMOTE and commit to an orientation on-site at the NMC in Martinsburg, WV with a requirement to travel to the NMC in Martinsburg, WV a minimum of every 90 days. The NMC Course Approval SME will be supporting the National Maritime Center (NMC) Martinsburg, WV. The Mariner Training & Assessment Branch NMC-2 evaluates Courses/Programs and their associated Sites, Instructors, Assessors and Proctors for approval. In addition, the Branch also evaluates Designated Examiner and Qualified Assessor requests. The NMC is the implementation body of the Mariner Credentialing Program (MCP) and receives and processes all applications for U.S. Merchant Mariner Credentials (MMC’s). The program mission has a significant national and economic impact affecting $5.4 trillion in annual maritime activity. The NMC Course Approval SME will need to be an experienced maritime subject matter expert (SME), qualified in the evaluation of curricula, sites and instructors for the Coast Guard. They will need to make recommendations to the Coast Guard and draft appropriate responses regarding the conformance of the following mariner training courses: Job Responsibilities: - Basic Training and its component courses of Basic Fire Fighting, Elementary First Aid, Personal Safety and Social Responsibility, and Personal Survival Techniques. - First Aid and CPR. . - Advanced Fire Fighting. - Operator of Uninspected Passenger Vessels. - Auxiliary Sail. - Assistance Towing. - Master 100. - Master/Mate 200. - Able Seaman, Rating Forming Part of a Navigation Watch, and Able Seafarer Deck. - Radar and Automatic Radar plotting aids. - Maritime Security Awareness, Vessel Personnel with Designated Security Duties, Vessel Security Officer, Company Security Officer, and Facility Security Officer. - Rules of the Road.

Qualifications:

Minimum Qualifications: - Minimum High School Diploma/GED. - To perform the assigned tasks and job responsibilities, the SME will need to meet one of the following minimum licensing requirements: (Note the credential noted below must not have expired more than 5 years ago - 2017). - Licensed Second Mate Oceans with STCW OICNW (Officer in Charge of a Navigational Watch) endorsement for the deck officer on a sea going merchant ship; or a - Licensed Mate/Master 500/1600/higher; or a - Licensed Chief Engineer Unlimited HP preferred multiple propulsion modes. - The SME will be required to commit to an orientation on-site at the NMC in Martinsburg, WV. - The SME will be required to travel to the NMC in Martinsburg, WV potentially once per month. - Must be familiar with teleworking (remotely) once orientation is complete. - Will report directly to a NMC On Site Supervisor. - A current Public Trust is preferred, or must be able to obtain. - Must be proficient in the use of Microsoft suite software (Microsoft Word, Excel, Access, PowerPoint and Outlook for example).
