Job Summary: Compass Point Federal (Compass Point) is looking for a Associate Acquisition Analyst to support the Walter Reed Army Institute of Research. This individual will provide expertise on contracting vehicles and assist in timely completion of actions to support the WRAIR mission. WRAIR has historically process approximately 300 contracts and assistance actions per year, with a total annual average value of approximately $138 Million. The responsibilities also include leading or supporting key initiatives to assist the client and/or Compass Point to identify opportunities and maximize value gained from new processes and technologies. Responsibilities: - Support the acquisition planning and contract award as a part of the WRAIR’s acquisition team - Develop / write contract packages in collaboration with requirement owners while assisting with the requirements package development and review process - Support functional development and implementation of quality control and assurance process. - Provide coordination with the appropriate action owners and maintain the currency and accuracy of collected data - Support continuous process improvement activities - Assist in identifying program risks and controls - - Support cost/benefit analyses - Research and provide definitive raw analysis of client’s multiple programs portfolio of current capabilities, requirements, and technical initiatives to enable and propose strategic enhancements by recommending solutions to enable rapid capability development - Prepare a variety of regular and one-time reports for the organization such as: review and analysis, historical information, performance metrics, - Support any high-level strategic direction data-call requests for performance measures, trending analysis, metrics, and change requests serving program objectives

Qualifications:

Minimum Qualifications: - Bachelor’s degree or equivalent specialized experience - Eligible to obtain Public Trust Clearance - Must have at least three (3) years direct related experience with DoD Contracting. Preferably with Research and Development focus or Other Transaction Authority(OTA) - Demonstrated experience working in DoD contracting (R&D preferred) with a deep understanding of the FAR, DFARS, AFARS, DoD 7000.14-R, Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called "Uniform Guidance") - Demonstrated experience in a similar dynamic OPTEMPO environment (n~300 discrete contract actions annually) - Demonstrated experience managing and mitigating stakeholder expectations - Demonstrated experience working in a high profile environment (O6/GS15) - Have demonstrated a superior ability in developing effective professional and interpersonal relationships with peers and colleagues across multiple functional groups and external partners. - Have demonstrated an ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and proven adaptability to varying customer needs.
