Position Summary: Part of a team of professionals tasked with providing administrative and technical support to management and field staff in the Public Housing Division. The Management Specialist III is required to have a very broad knowledge and understanding of the Corporation’s budgetary processes, with specific emphasis on the Public Housing Division, including the software used to track income and expenses. Responsible for maintaining data integrity between AHFC’s primary accounting system and subsidiary accounting systems.


Reports to: SUPPORT SERVICES MANAGER


OVERVIEW

Employees in this class perform complex technical and administrative budget duties and exercise independent judgment and actions in carrying out their assigned responsibilities. Assist in the development and preparation of the Public Housing Division’s capital and operating budgets.


SUPERVISION RECEIVED AND EXERCISED: Exempt, non-supervisory position.


Examples of Duties

  • Compile monthly Budget Management Reports using the accrual reporting method for the Director’s review and approval. Eight reports are compiled each month, one for MTW, VASH, NED, ECHP and four for TBRA. The Management Reports are posted monthly to the Department’s Intranet site.
  • Updates, monitors and submits monthly Voucher Management data to HUD’s online systems.
  • Compiles and submits annually Section 3 required data regarding employees and contracts into HUD’s SPEARS system.
  • Prepare and submit annual OCAF requests for the Section 8 Multifamily properties.
  • Interact directly with HUD officials, and other federal or state agencies, to assure ongoing compliance with respective regulations.
  • Monitor expenditures to assure compliance with approved budgets and appropriate purchasing and accounting requirements, within Public Housing and with other departments engaged in expensing Public Housing operational funds. Works independently in resolving errors and discrepancies in these systems.
  • Work professionally and independently in the preparation, development, review, implementation and maintenance of the Public Housing Division budgets; monitor and prepare budget revisions, G/L reclassifications, payroll reclassifications, and salary distribution requests.
  • Provide technical assistance to the Support Services Manager, Regional Managers, Asset Supervisors, Director of Housing Operations, Facilities Maintenance Manager, and Director of the Public Housing Division. Prepare instructional materials and may teach budget classes. May assist Directors in the analysis of the various Division’s budget units. This position may also serve as a liaison between PHD and other Corporation departments in planning, preparing and tracking certain budget activity.
  • Completes various analysis projects pertaining to financial and management reporting systems. Prepares revised program documents as necessary to meet the changing needs of programs. The Management Specialist III must be conversant in a full range of financial services and controls to include: development of the annual department budgets; budget approval processes with state and federal agencies; and, oversight of monthly budget document development. Responsible for the maintenance of various budget-related revision systems and may assist in their development and modification. Assist senior management in the analysis of work unit expenditures.
  • Establishes and maintains a "budget processes manual" to be used as a resource document, including department budget policies and step-by-step procedures that comply with AHFC, state, and federal program regulations and requirements.

Knowledge, Skills and Abilities


Knowledge of:
Analytical and statistical methods, analytical techniques, fiscal management including budgeting and accounting, data-based computer operations, State of Alaska and HUD budgeting process. Federal housing program regulations.

Skills and Abilities: Communicating with others, both verbally and in writing. Use of word processing, flowcharting, spreadsheet software and data processing, mainframe and financial software systems.


Abilities to:
To apply principles of finance, accounting, business and administration; gather and analyze financial and statistical data; reason logically and accurately; make sound financial decisions and recommendations; establish and maintain cooperative relationships; speak and write clearly and effectively; plan and organize the work of others, as needed, and function with a high degree of independence. Obtain and utilize sensitive information discreetly and objectively.

Minimum Requirements

Graduation from an accredited college with a Bachelor’s degree in public or business administration with an emphasis on accounting, economics, statistics or a closely related field.

At least four years of experience in budgeting, financial analysis, auditing or accounting to include governmental/budgetary experience. Experience must include at least three years working at the program, budget or management specialist I or II level, or equivalent, and include the knowledge, skills and abilities outlined above.

Substitution: Additional advanced experience may be substituted for required education on a year to year basis.

This is a level 19 position with an annual salary of $64,699.05 (26 pay periods). Excellent benefits, including medical, dental, vision, and leave package.
