JOB DESCRIPTION

Job Title: Job Developer

Department: Alaska’s People (AKP)

Reports To: Recruiting and Training Manager

Supervises: None

FLSA Status: Non-Exempt

Pay Grade: N4

Job Type: Regular, Full-Time

AKBCU: No ICPA: Yes

General Function: 

The Job Developer is responsible for establishing and maintaining working relationships with employers, industry organization and public agencies to develop, locate and secure employment opportunities and vocational training opportunities for CITC clients. This position will market CITC programs and coordinate job resources available to the community. The Job Developer will be responsible for identifying areas of needed training and work in partnership with vendors, employers, and internal training teams to develop curriculum and partnerships to ensure participants have employment prospects after training.

Duties and Responsibilities, including but not limited to:

  • Act as liaison with employment agencies, businesses and companies within Alaska to establish and maintain an active line of communication for the purpose of assisting in staffing and recruiting of qualified applicants.
  • Conduct ongoing outreach and orientation between and among agencies in the workforce development system to encourage full Alaska Native and American Indian participation.
  • Assist CITC’s program staff and departments in developing work opportunities for eligible Alaska Native/American Indian clients through paid and unpaid opportunities and OJT’s.
  • Assist CITC’s training program staff and departments in developing training opportunities for eligible Alaska Native/American Indian clients that lead to employment.
  • Assist in the facilitation of Alaska’s People external/internal employability workshops.
  • Responsible for monthly, quarterly and annual reports as requested by supervisor.
  • Assist the Alaska’s People Recruiting Team with up to date recruiting, hiring and job advertisement trends.
  • Assist with Recruiting tasks and special projects as needed.
  • Provide information on CITC job opportunities to potential applicants.
  • Function as a team member by participating in staff meetings, training, planning and outreach to ensure communication of opportunities and activities are relayed to teams.
  • Be familiar with employment trends and data to ensure that training and outreach efforts target high demand industries to maximize participant employment opportunities.
  • Coordinate and facilitate CITC open houses, outreach events, resource fairs, job fairs and employer networking events.
  • Provide feedback and participate in the AlaskaNativeHire.com meetings for website development, maintenance and improvements and communicate across teams.
  • Maintain confidentiality according to regulations, policies and procedures.
  • Perform all related duties as assigned.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills 

Minimum Qualifications:

  • Associate’s Degree in Human Resources, Business, Social Work, or related field. Relevant experience may qualify for the degree requirement on a year-for-year basis.
  • Two (2) years’ experience in job development, human resource experience, employment coaching or non-profit settings.
  • Valid Alaska driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon receipt of satisfactory state and federal background check.

Preferred Qualifications:

  • Bachelor’s Degree in Human Resources, Business, Social Work, or related field. Relevant experience may qualify for the degree requirement on a year-for-year basis.
  • Demonstrated knowledge Alaska Native and American Indian values and belief systems.
  • Demonstrated ability to provide culturally competent services.

NATIVE PREFERENCE STATEMENT: Pursuant to the Indian Self-Determination and Education Assistance Act of 1975 (PL 93-638) and as further guided by CITC’s Native Preference Policy 6.120, CITC maintains preference in all phases of employment for Alaska Native, American Indian (AN/AI) and Native Hawaiian people, including direct lineal descendants and foster or traditionally adopted children. Also included is the non-Native head of household members for Native families, which provides foster or traditionally adopted Native children.
