Position Summary
The Revenue Cycle and Finance Services Manager supports CHCs to enhance their revenue cycle management through assessment and analysis of CHC needs, development of recommended solutions, implementation of training and technical assistance plans for CHCs, and evaluation of those plans’ outcomes and impacts. This position will also be responsible for planning, coordinating, facilitating, and evaluating CHC peer networks related to finance. This position assists CHCs with improving financial performance, increasing financial oversight, improving compliance with HRSA grant requirements, promoting sustainability and quality improvement support to increase reimbursement.
This position is responsible for credentialing services that support health centers and supervises staff who are responsible for that work. The incumbent, supports grant and project management, and provides input on relevant policy issues.
Essential Duties and Responsibilities include the following:

Training and technical assistance
- Develop and maintain subject matter expertise in healthcare industry coding, revenue cycle, claims, credentialing, eligibility, patient outreach, value-based care and payment, and state specific insurance/laws/regulations.
- Network, build and maintain relationships with CHC staff, network partners and stakeholders to provide training and quality improvement for CHCs.
- Develop, implement, and evaluate plans to address CHC revenue cycle management, claims, credentialing, eligibility, patient outreach needs and meet defined outcomes.
- Assess and anticipate CHC needs for T/TA activities.
- Coordinate and/or perform Fee Analysis services for Health Centers.
- Support or lead Operational Assessments related to finance, including Sliding Fee Discount Program (SFDP), Contracts and Subawards, Conflict of Interest, Budget, Program Monitoring and Data Reporting Systems, and Billing and Collections.
- Provide technical assistance to health centers around finance, billing, coding, patient outreach, credentialing, and revenue cycle management and other related areas with a systematic and analytic approach toward identifying and addressing needs.
- Ensure review and resolution of CHC challenges and issues related to finance, billing, coding, revenue cycle management, patient outreach, credentialing, value based care and payment, and other related areas.
- Coordinate, develop, and present presentations, resources, and other related content for health centers.
- Maintain and facilitate peer learning groups as appropriate.
- Participate in APCA and outside partner workgroups as requested to provide expertise in billing/coding/revenue cycle management areas to health centers.
Credentialing Leadership and Supervision
- Manage credentialing services and staff to provide timely and high-quality services to health centers
- Provide servant leadership to program team.
- Oversee the day-to-day duties of direct reports, provide program and project guidance, and delegate work appropriately.
- Manage staff, workload, and funding resources efficiently towards successful outcomes and completion of APCA’s and the department’s strategic goals.
- Cultivate a high-performing and skilled team through mentoring, coaching, counseling, and training to continuously improve self and staff expertise, productivity, efficacy, and performance.
- Manage staff development and training opportunities to support growth and professional development within assigned programs.
- Facilitate cohesion and effective collaboration of OPS team members to achieve shared objectives.
- Model and ensure compliance with APCA and funders’ guidelines, policies, and procedures.
Grant and Project Management
- Plan, track, implement, and support reporting of assigned grant work plan or project deliverables.
- Establish and prioritize tasks and objectives in order to manage time and resources appropriately.
- Plan and organize Finance Summit content and other related events, anticipating the needs of Alaska health centers.
- Provide input on grant workplans and budgets to support delivery of services to meet CHC needs, including recommending changes.
Policy
- Support and inform health policy activities as they relate to CHC finance, billing & coding, and revenue cycle management.
Qualifications / Knowledge
Required
- Bachelor’s degree in Accounting, Health Care Financial Management, or related field; year for year experience may be substituted in lieu of education
- 3 years’ experience in a medical billing and coding or revenue cycle management
- Coding Certification(s): CCS-P through AHIMA, NCICS through NCCA, or CPC through AAPC.
- 5 years’ experience in a healthcare related field
- Experience in community health centers, the Alaska healthcare industry, primary care associations, or non-profit settings
- Experience leading or managing staff
- Knowledge of CPT, HCPCs, and ICD-10
- Knowledge of anatomy, physiology, and medical terminology
Preferred
- CRC Certificate
- CH-CBS Certificate
- 5 years' experience with revenue cycle management or medical billing and coding

- Works under the direct supervision of the Health Center Operations Senior Manager. Performance is assessed through review of work, integration, and cooperation within the Department and APCA, communication with all stakeholders, quality and timeliness of deliverables and associated criteria.

Travel Required
In-city travel by dependable transportation for meetings, tasks, and errands as needed. In-state travel may occur. Out-of-state travel may occur. Mileage is reimbursed per APCA policy.?
Hours per Week
This is a full-time position, 40 hours/week. Generally, hours are 8:00 a.m. to 5:00 p.m.
