JOB SUMMARY

Lead and manage API’s strategic development of policy positions on tax, trade and corporate accounting issues driven by API member companies and in coordination with the Vice President of Corporate Policy (to which this position reports) with the objective of supporting and advancing public policy to the benefit of the oil and natural gas industry. Supervise two direct reports of API staff.

Coordinate internal alignment of API on tax, trade, and accounting policy positions with other API Policy Division segment departments (Upstream, Midstream, Downstream, and Natural Gas Markets), other API Corporate Policy department teams (Climate & ESG Policy, Public Health & Community Engagement, Security/Incident Response), as well as other API Divisions (Government Affairs, Communications, Global Industry Services). Manage the staffing of API’s committees, subcommittees, taskforces, and workgroups tasked with developing API’s policy positions and API-led industry-wide work on tax, trade, and accounting. Participate directly in API advocacy and represents API as appropriate in public settings and with external stakeholders as the industry’s policy lead for tax, trade, and accounting issues.

Duties and Responsibilities:

Policy Position Setting

  • Manage the development and implementation of tax, trade and corporate accounting policy positions for API through consensus decision making by API member companies. 
  • Critically assess relevant international initiatives and US federal and state legislation, regulation other policy making that could be of impact to the oil and natural gas industry in the areas of federal income tax; state and federal excise tax; US international trade and investment; customs; and corporate accounting. Provide quick and concise analysis of policy making as needed. 
  • Act as the main API staff person for the Committee on Taxation, Income Tax Subcommittee, Committee on Accounting and Corporate Finance as well direct and delegate the work of direct reports that act as the API staff persons for work groups and subcommittees on other tax issues, trade, customs, and internal audit.
  • Coordinate various API committee meetings and API conferences/forums conducted throughout the year that cover the tax, trade, and accounting portfolio.

Advocacy and Communication

  • Inform and support API senior management in API’s broader mission and objectives by providing briefings on tax, trade and corporate accounting policy.   
  • Act as an advocate for the industry and represent API with policy makers in Congress and the administration (such as Treasury, US Trade Representative, the Securities & Exchange Commission) as well as other organizations (such as Financial Accounting Standards Board), the media and other third parties.
  • Support API’s advocacy teams as well as member companies on tax, trade, and corporate accounting policy positions including the analysis of third party studies and government data necessary to develop industry talking points and messaging.
  • Monitor and coordinate activities with other industry trade associations and coalitions 

SUPERVISORY RESponsibilities:

  • Serve as the Manager of Tax/Trade/Accounting with two direct reports:
    1. Manage a direct report serving as API’s tax counsel on technical tax items impacting US federal income tax, federal and state excise tax and other significant tax issue impacting members as identified or directed by the Committee on Taxation.
    2. Manage a direct report serving as API’s policy advisor on the tax items above plus international trade and investment, customs, and accounting.

SKILLS, EXPERIENCE AND EDUCATION:

  • The job requires 7-10 years of experience in a similar role, and advanced subject matter expertise. 
  • 10 years of experience addressing tax policy issues highly preferred, with additional years of experience addressing trade and corporate accounting policy issues preferred.
  • 3 years management experience preferred  
  • Bachelor’s degree in relevant area, or other related field equivalent work experience.
  • Advanced degree such as a JD, Master’s or MBA is preferred. 
  • Demonstrated ability to analyze issues and present them in a clear and concise manner to technical and non-technical audiences.  
  • Proven leadership capacity and the ability to handle multiple issues concurrently, to prioritize resources and staff, and to coordinate efforts among teams.  
  • Possess high level of personal integrity and other essential leadership characteristics of mentoring and developing staff, cultivating interpersonal relationships, fostering creativity and innovation, establishing strategy and vision, and achieving results. 
  • Experience with the oil and gas industry preferred but not required. 
  • Proven effectiveness in public speaking to technical and non-technical audiences and to senior public officials and corporate executives and in interacting with the media. 

PHYSICAL REQUIREMENTS

  • Able to remain in a stationary position working on a computer. 
  • Able to move about the office to access office equipment, meeting rooms, etc., on occasion. 
  • Able to operate a computer and other office machinery such as printers and copy machines. 
  • Above to transport items and equipment up to 10 lbs. on occasion.

TRAVEL REQUIREMENTS

  •  Up to 25%
