Summary :

We are seeking a highly motivated Regulatory Analyst to support permitting activities for our New Ventures team, focusing on our assets in the Piceance, Uintah, and Greater Green River Basins. The ideal candidate will have a strong understanding of federal and state permitting processes, particularly with agencies such as UDOGM, ECMC and the regional BLM offices within these assets (Vernal, Meeker, Rawlins). This role involves managing data, submitting permits to agencies, and collaborating across teams and agencies to advance asset development goals efficiently and effectively.

Key Responsibilities :

Permitting :

  • Prepare and submit regulatory permitting applications to UDOGM, ECMC, the Meeker, Vernal, and Rawlins BLM field offices, as well as other relevant federal, state, and local agencies to support asset development in Colorado, Utah, and Wyoming.
  • Track and manage all permitting deliverables to ensure timely submissions and approvals, aligning with development schedules.
  • Maintain proactive communication with regulatory agencies, including coordination with BLM field offices in Meeker, Vernal and Rawlins, to resolve issues and expedite approvals.
  • Monitor changes in state and federal regulations that may impact permitting requirements.
  • Identify and propose solutions for permitting challenges, such as wildlife, cultural resources, and other site-specific constraints.

Operations Support :

  • Collaborate with asset teams to align permitting schedules with rig activity, ensuring approvals are secured to meet desired spud dates.
  • Evaluate potential risks and communicate any permitting hurdles (e.g., ROW delays, environmental restrictions) to the asset and regulatory teams, providing recommendations for mitigation.
  • Assist in coordinating Right-of-Way (ROW) applications, water well permits, pit permits, and other operational authorizations critical to development activities.
  • Reporting and Data Management :

  • Maintain accurate permitting records and databases to ensure compliance and provide real-time visibility into permitting progress.
  • Generate detailed reports on permitting metrics, including submittals, approvals, expirations, and renewals, with a focus on UDOGM, ECMC, and BLM activities.
  • Conduct data validation and quality checks to ensure accuracy in reporting and compliance with agency requirements.
  • Use tools like ARC GIS, Spotfire, Power Bi and AEC’s internal database to analyze and visualize permitting data, facilitating strategic decision-making.
  • Collaboration :

  • Work closely with internal teams, including geology, drilling, completions, and operations, to ensure alignment on permitting priorities and timelines.
  • Build and maintain positive relationships with regulatory agencies, fostering open communication and collaboration to achieve development goals.
  • Actively participate in meetings with agencies and stakeholders to provide updates and address permitting needs.
  • Qualifications & Desired Skills :

  • 4-8 years of experience in federal and state permitting, with a focus on Colorado, Utah, and Wyoming.
  • Experience working with UDOGM, ECMC, and BLM field offices (Vernal, Meeker and Rawlins) is highly desirable.
  • Strong understanding of permitting processes for oil and gas development in the Piceance, Uintah, and Greater Green River Basins.
  • Highly organized with excellent attention to detail and the ability to manage multiple priorities effectively.
  • Proficiency in software tools like ARC GIS, Spotfire, M-FILES is a plus.
  • Exceptional communication skills, both written and verbal, with the ability to interface with internal teams and external agencies.
  • A proactive approach to identifying process improvements and solving complex permitting challenges.
