Representative Payee Associate Position

ARC Rutland Area has a position opening for a Representative Payee Associate for 20 to 25 hours per week serving the developmentally disabled population of Rutland County. This is a responsible position that will bring joy to anyone who cares to concern themselves with the lives of those who cannot quite care for themselves.

We are looking for a compassionate individual with experience in bookkeeping and with the developmentally disabled population, who wants to give back to their community in a large way.

Position Overview

The Representative Payee Associate is the fiduciary responsible for managing the funds of client/members who are unable to do so for themselves. The Rep. Payee performs a variety of time sensitive accounting and clerical duties to maintain and update client’s financial records. The Rep. Payee is the individual liaison between Social Security and other agencies including the client.

Job Description

· Maintains confidentiality.

· Prepares and follows a budget for each of the individual clients.

· Completes annual reports to social security for each individual client, as the reports come into the office.

· Prepares clients’ disposable income checks as agreed to with the client. Some clients will come in the office to pick them up, others will be mailed.

· Prepares and cuts checks for all the bills for each individual client; i.e. rent, electric, fuel, phone, cable, internet, etc. Mail or ensures their payment is completed in a timely manner and accounts are current.

· Ensure that each client’s assets do not exceed the SS resource limit and when available, create opportunities for alternative asset accounts such as ABLE accounts.

· Maintain accurate accounting of financial records and ongoing files including correspondences, income, expenses, banking, medicals, social security and agency notifications.

· Manage monthly payee service fees from each individual payee account; keep in ledger and prepare for them to be deposited into ARC’s corporate bank account.

· Work with and have ongoing relationships with clients’ case managers regarding disability eligibility, Medicaid eligibility, court matters, housing, and mental health issues if they arise.

· Assist clients who do not have Case Managers to complete necessary applications and reviews to maintain their benefits i.e. SNAP/food stamp, Medicaid, Medicare, Section 8 housing, subsidized housing forms, Long Term Med. forms, Assistive Community Care Services (ACCS) eligibility forms.

· Work with and support related agencies to ensure that regulatory standards are met and maintained, including agency SSA audits and other reviews.

· Create and maintain respectful and trusting relationships with clients, offering support and de-escalation as needed during direct service and in program communications.

· Maintain ongoing contact with each client’s relevant support service providers, i.e. Social Security, Rutland Mental Health Services / RMHS Developmental Services, Specialized Community Services, Southwestern Vermont Council on Aging (SWVCOA), Economic Services, all landlords, HireAbility Vermont (formerly Voc Rehab.), banking staff, a family member, and their case manager. Fax information as needed for various requests

· Ensure that contact with families and outside agencies is provided in a professional manner on an ongoing basis.

· Maintain and update all necessary data related to the client including current conserved funds.

· Answer telephone calls for ARC when Administrative Assistant is unable.

· Any other duties that may arise. This position reports to the Executive Director.

Requirements, Skills, and Qualifications

· Associate’s degree preferred and/or 2 years of direct bookkeeping experience

· Basic knowledge of accounting principals

· Knowledge of QuickBooks and Microsoft Office essential.

· Strong sense of self-motivation and innovation

· Strong time management skills and the ability to set priorities to meet deadlines while maintaining a high level of accuracy.

· Excellent interpersonal skills and demonstrated ability to work effectively and collaboratively with a diverse population of clients with developmental and intellectual disabilities, office staff, outside agencies, other care providers, family and community members.

· A commitment to providing professional services with dignity and respect to clients.

· Must be detail-oriented, patient, and compassionate.

Hours, Salary, Benefits

This is a part-time 20 to 25 hours per week onsite position Monday – Thursday with flexible work hour schedule. Salary is $20 per hour with paid vacation and sick days.
