Architect of the Capitol is Hiring a Multimedia Production Specialist Near Washington, DC

This position is located in the Architect of the Capitol (AOC), Office of the Chief Executive Officer for Visitor Services, Marketing and Communications Division. The incumbent is responsible for producing, editing, distributing and archiving photographs, video and audio productions and other multimedia projects from pre-through post-production and distribution in direct support of CVC’s internal and external communications goals.

Qualifications:

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
 
Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. 

Specialized experience for this position is defined as having at least 4 of the following: 

Specialized experience for this position is defined as having at least 4 of the following: (1) Experience in a professional video editing/producing environment and photography studio demonstrating competence in all areas of video production and still photography (2) Ability to operate digital cameras and video equipment of various kinds, as well as scanners, printers and image editing software  (3) Ability to lead working groups and manage the planning, estimating, concept development, execution, workflow and delivery of the final products in highly collaborative environment. (4) Experience with preparing presentations and other materials using standard computer programs such as PowerPoint, Word, Excel and other office productivity software. (5) Developing communication plans and integrating various types of media and methodologies and providing the most appropriate, cost effective means to promote communication objectives and facilitate mutual understanding with various audiences. (6) Overseeing the development of communication products ranging from print through the various electronic media, including web-based, multimedia, and video. (7) Presenting new and innovative ways of written communication in order to increase understanding among the public.

Qualifying on Education:

Any combination of education and training which demonstrates the ability to perform duties and responsibilities as described. A Bachelor’s degree in telecommunication, photography, video production and/or completion of a certificate program in television production from an accredited technical institute is considered desirable.

Responsibilities:

MAJOR DUTIES INCLUDE:

Multimedia Production

  • Develops and designs CVC-related multimedia, video and audio productions. Produces, edits and coordinates approval of visual and audio communication products.
  • Performs all aspects of multimedia pre-production, production and post-production including conceptualizing, pitching, scripting, storyboarding, filming/recording, editing, color-correction, captioning and distributing final products.
  • Serves as a key advisor to CVC leadership on multimedia communication goals and planning. Generates new ideas and concepts to further the CVC’s multimedia outreach in direct support of major CVC visitor project goals.
  • Works with a broad range of stakeholders to ensure proper support for CVC projects including congressional staff, senior-level professional staff at museums and cultural organizations, the AOC Curator and artists and academics experts.
  • Plans and performs video or photography post-production tasks which includes reviewing footage, making editorial decisions, tape logging, rough cuts, audio adjustment, color correction and final editing using software; utilizes computer graphics and special effects for video post-production in accordance with the overall production concepts; compresses video projects for output; captures recorded video using software and encode media as appropriate; makes video products available in a variety of formats; adds closed captioning as needed; and coordinates internal and external duplication services as required. Creates or assists in creating social media and web visuals for multimedia projects as needed.

Photography

  • Performs field photography in direct support of major CVC visitor project goals, including new hires and current CVC staff, onsite tours, programs, activities, award ceremonies, equipment displays and historical events.
  • Captures digital imagery, corrects and adjusts images through electronic imaging software, exports various formats of still images for distribution and use and archives imagery for historical purposes.

Digital Asset and Equipment Management

  • Manages and maintains the CVC archives for photography, videography and other multimedia projects. Creates, implements and maintains metadata practices for the CVC in addition to assisting in the storage and maintenance of photography and videography files.
  • Manages and maintains the equipment for the Communications and Marketing Division, keeps track of inventory and ensures that the equipment is in working order.
  • Manages photography and videography asset requests. Assists with sourcing and placing visuals as needed for reports, presentations and other materials.

Multimedia Project Management

  • Researches, identifies and pitches multimedia concepts that further the CVC’s multimedia outreach in support of major CVC visitor project goals.
  • Serves as the Contracting Officer’s Representative (COR) managing the contracted work from pre-production through final deliverable.
  • As the COR, the incumbent ensures accurate and adequate oversight of contractor performance according to contract requirements.
  • Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations.
