As the Policy Analysis leader for the Biopharmaceutical Business Unit portfolio of products, you will play a meaningful role in translating our scientific advancements into meaningful improvements in patient care. In this capacity, you will harness AstraZeneca’s innovative scientific and commercial expertise to lead comprehensive analyses of how changes in health policy and reimbursement systems affect patient access and our business operations. This role demands a high level of precision and efficiency, enabling AstraZeneca to effectively communicate its perspectives to thought leaders and policymakers.
The Portfolio Policy Analysis Director will collaborate closely with a diverse range of Market Access stakeholders, including the US Market Access Leadership Team, various US Market Access functions, Corporate Affairs/Government Affairs, Brand Access Strategy teams within the BBU, Market Access Finance, Compliance, Legal, and others. Additionally, you will coordinate policy analysis efforts with the Policy team in the Oncology Business Unit (OBU) to ensure a cohesive, enterprise-wide evaluation of policy developments.

Accountabilities/Responsibilities:
- Act as the principal liaison with the Federal and State Policy Team to lead cross-BBU policy impact assessments and advise on AstraZeneca's policy positions.
- Direct and manage the development of policy impact analyses, collaborating with cross-functional partners such as US Market Access divisions, Corporate Affairs, and Brand Access Strategy teams, to devise strategies that address access barriers.
- Prioritize tasks effectively under the guidance of the Head of Portfolio Contract Strategy to maximize impact.
- Provide policy analysis expertise to support Account Director engagements, focusing on areas such as CMS payment changes, MIPS, and develop analytical resources to improve AstraZeneca's thought leadership.
- Gain a comprehensive understanding of payer, intermediary, and practice economics, analyzing their influence on policy decisions.
- Collaborate with BBU Access Strategy teams to comprehend brand-specific implications and communicate them to leadership.
- Identify and implement strategies to mitigate the impact of potential government policies that could threaten patient access.
- Assist in the development and execution of contract strategies and platforms relevant to policy analysis.
- Coordinate with analysts and specialists on operational activities, including rebates, chargebacks, government reporting, and contract processes, to assess the impact of policy changes.
- Supervise environmental and data trends to interpret their impact and recommend appropriate actions.
- Develop a detailed understanding of all contract strategies, data sources, and daily operations.
- Manage external consultants and project budgets as necessary, ensuring alignment with the role's scope.
- Collaborate and build relationships with multiple stakeholders such as: Corporate/Government Affairs, Brand Access Leadership team, US Payer & Specialty team, Marketing and Finance
- Bachelor's degree in a relevant field (such as Marketing, Political Science, Statistics, Economics, or Finance)
- 5 years of experience in the biopharma or healthcare industry.
- In-depth knowledge of government programs and health policy trends, especially concerning provider or drug reimbursement.
- Understanding of market access and healthcare delivery systems.
- Strong analytical skills, including expertise in problem-solving, forecasting, contract development, and financial modeling.

- MBA, MPA, MPP, or MPH preferred
- Detailed understanding of AZ business model with specific knowledge of brand team operations, planning, and sales model
- Experience in government in a policy or access role
