    POSITION SUMMARY

    The Executive Director of Total Rewards & Workforce Planning provides strategic leadership in designing and delivering innovative and equitable total rewards programs. This role drives the district’s vision for competitive compensation, optimized HR technology, and seamless absence management to support a culture of excellence. Through data-driven insights, market analysis, and a commitment to operational efficiency, the Executive Director ensures HR strategies align with organizational goals while enhancing the employee experience and maintaining compliance with all applicable regulations.

    MINIMUM REQUIREMENTS

    EDUCATION :

    Bachelor’s degree; an advanced degree in Human Resources, Business Administration, or a related discipline is strongly preferred.

    CERTIFICATION / LICENSE :

    Certification in human resources or total rewards, such as pHCLE (Professional Human Capital Leader in Education) SHRM-CP / SHRM-SCP (Society for Human Resource Management Certified Professional / Senior Certified Professional) , or CCP (Certified Compensation Professional) , is strongly preferred. Additional certifications in HR analytics, workforce planning, or HRIS platforms are a plus.

    WORK EXPERIENCE :

    A minimum of five years of leadership experience in human resources, business, or a related field, with demonstrated success in leading teams and driving strategic initiatives.

  • Strategic Leadership : Ability to develop and implement HR strategies that align with organizational goals.
  • HR Expertise : Strong knowledge of compensation, absence management, workforce planning, and HRIS platforms, including data integrity and system integration.
  • Data-Driven Decision-Making : Proficiency in analyzing HR data to identify trends, support decisions, and develop actionable insights.
  • Regulatory Compliance : Deep understanding of federal, state, and local employment laws and regulations.
  • Communication and Collaboration : Exceptional interpersonal and written communication skills to build strong stakeholder relationships.
  • Project and Change Management : Proven ability to lead complex projects, manage competing priorities, and drive adoption of new systems or initiatives.
  • Customer Service Focus : Commitment to delivering employee-centered HR services that enhance the overall workforce experience.
  • ESSENTIAL DUTIES

  • Strategic Leadership and Total Rewards Management
  • Lead the development and execution of a comprehensive Total Rewards strategy, encompassing compensation, benefits, HR technology, and absence management, to ensure alignment with district goals and priorities.

  • Drive initiatives that promote fair and equitable compensation practices through market analysis, benchmarking, and innovative rewards programs.
  • Provide leadership in ensuring job descriptions remain accurate, relevant, and reflective of current responsibilities and industry standards.
  • Compensation and Benefits Administration
  • Oversee the design, evaluation, and administration of competitive and equitable compensation systems that align with district goals and market trends.

  • Manage district benefits programs, ensuring offerings meet the diverse needs of employees while remaining fiscally responsible.
  • Regularly analyze market data and conduct compensation studies to inform salary structures and maintain internal and external equity.
  • HR Technology and Data Analytics
  • Oversee the implementation, optimization, and integration of HRIS systems to enhance operational efficiency, data accuracy, and employee experience.

  • Leverage workforce analytics and market trends to inform decisions related to compensation, job design, and employee rewards.
  • Ensure the accuracy, security, and compliance of HR data to support reporting and decision-making at all levels of the organization.
  • Compliance and Operational Excellence
  • Ensure compliance with all applicable laws and regulations related to compensation, benefits, and absence management.

  • Establish and enforce policies and procedures that promote consistency, fairness, and transparency in HR operations.
  • Monitor and address trends or gaps in compensation and benefits to maintain the district’s competitive position.
  • Collaboration and Employee Engagement
  • Collaborate with district leaders to ensure total rewards strategies align with broader organizational goals.

  • Foster a culture of equity and inclusion by ensuring rewards systems support employee engagement and retention.
  • Serve as a resource for stakeholders by providing guidance on compensation, benefits, and job design decisions.
  • PHYSICAL ABILITIES AND WORKING CONDITIONS

  • Vision : Ability to read small print and view a computer screen for prolonged periods.
  • Hearing : Ability to tolerate exposure to noisy conditions.
  • Speech : Ability to be understood in face-to-face communications, to speak with a level of proficiency and volume to be understood over a telephone or computer.
  • Upper Body Mobility : Ability to use hands to grasp and manipulate small objects; manipulate fingers, twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower head.
  • Strength : Ability to lift, push, pull and / or carry objects which weigh as much as 15 or more pounds on a frequent basis.
  • Environmental Requirements : Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.
  • Mental Requirements : Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records. Understand how to manage stress.
  • Additional Work Conditions & Physical Abilities : Will require travel to multiple sites.
