Purpose of Class

Supervises juvenile offenders daily during YDC program hours and assists the YDC Juvenile Probation Officer to coordinate the Youth Development Program.


Primary Function

The principal function of an employee in this class is to coordinate the YDC program's yearly calendar, coordinate daily community activities, supervise daily education, facilitate behavior evidence based coaching, keep statistics and track program budget for supplies.


Essential Duties and Responsibilities (will vary by assignment)

  • Prepare monthly schedule for Youth Development program. Coordinate and verify weekly events including community service projects, field trips, guest speakers, and other community partner activities;
  • Perform administrative assistant duties for the Intensive Supervision Unit;
  • Supervise program participants at the Youth Development Center;
  • Maintain building security;
  • Keep attendance records for program participants;
  • Collect and compile accurate data for the Youth Development program;
  • Create statistical reports in Excel and Word and distribute to appropriate personnel;
  • Create PowerPoint presentations as needed for program;
  • Facilitate Restorative Circles and Informal Conferences with fidelity to Restorative Practices;
  • Develop and implement life skills programming for YDC program participants;
  • Develop and supervise educational plans for program participants. Coordinate plans with school district, Idaho State University GED, and Juvenile Probation.
  • Recruits and sustains stakeholders and community partners to provide support and direction to program goals;
  • Coordinate community service and supervise juveniles during community service;
  • Facilitate life skills programming and other cognitive restructuring programs;
  • Perform urinalysis testing for program participants;
  • Assist Probation Officers and Law Enforcement Officers in administering searches;
  • Problem solving and crisis management for youth and parents;
  • Coordinate GED testing with ISU and GED testing service;
  • Coordinate community fund raising and donations for the YDC program;
  • Train and supervise interns and volunteers for the Youth Development Center;
  • Assist in creating and implementing new program policies and procedures for the YDC program;
  • Performs all work duties and activities in accordance with County policies, procedures, and safety practices.

Other Duties and Responsibilities

  • Performs other related duties as required;
  • Assist in case management;
  • Administer program sanctions.

Competency Requirements

  • Drug testing processes, procedures, techniques, and methodology;
  • Federal, Idaho, and County statues, laws, codes, and regulations governing juvenile arrest, detention, probation/parole;
  • Court practices and procedures;
  • Departmental programs policies, procedures, and operations as applied to the work performed;
  • Operation of standard office equipment, including a personal computer;
  • Operation of motor vehicle;
  • Educational program evaluation and development;
  • Child protection protocols and mandatory reporting laws;
  • Program development;
  • Proficiency in Excel, Word, PowerPoint, and ability to learn other computer programs;

Ability to:

  • Maintain and compile data for program evaluation and statistical reporting. Prepare clear, concise and accurate reports;
  • Budget and provide financial oversight for YDC program;
  • Work in adverse conditions while supervising community service activities;
  • Maintain offender and department confidentiality;
  • Maintain accurate program files; Maintain and order supplies for program;
  • Make sound and reasonable decisions in accordance with laws, codes, regulations and established procedures;
  • Communicate effectively, both orally and in writing;
  • Maintain a professional demeanor during stressful and/or hostile situations;
  • Establish and maintain effective working relationships with offenders, service providers, supervisors, other County employees, school administrators, the public, and other community partners;
  • Understand and follow oral and/or written policies, procedures, and instructions;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines'
  • Perform multiple tasks, including handling interruptions, and returning to task and completing in a timely manner;
  • Perform time management and scheduling functions, meet deadlines, and set project priorities;
  • Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

  • High School Diploma or GED equivalency is required and an Associate's or Bachelor's degree in criminal justice, behavioral or social sciences, or a related field is preferred; and
  • One to two years' experience in juvenile justice/probation monitoring or social service or court-related behavioral services with at-risk youth is preferred; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

  • Ongoing training to maintain current certification is required;
  • First Aid and CPR certification is required;
  • Idaho driver's license is required.

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person, by telephone, and two-way radio;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review and prepare a variety of written and text materials;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, a personal computer, and operate a motor vehicle;
  • Sufficient personal mobility, agility, and physical strength and reflexes, with or without reasonable accommodation, which permits the employee to work in an office environment and perform field investigation and monitoring activities and to complete and maintain certification in the Appropriate Use of Force training.
