Director of Nondiscrimination

Job Summary:

Maintaining a nondiscriminatory and welcoming educational and work environment, as well as compliance with all applicable non-discrimination and equal rights policies, procedures, and laws are core values of Barnard College.

The task of Barnard College’s Director of Nondiscrimination, Title VI, and Title IX is to ensure the College is in compliance, and up to date, with all aspects of all applicable nondiscrimination laws; to investigate alleged violations of the College’s nondiscrimination policy; and, to provide training to students, faculty and staff to prevent discrimination and promote compliance with the College’s nondiscrimination policy.

More specifically, the Director of Nondiscrimination serves to ensure that the College complies with, enforces, maintains, and provides training concerning, the College’s nondiscrimination policy, which covers Title VI, Title VII, Title IX, the ADA, the ADEA, the Clery Act, the VAWA, the New York State and New York City Human Rights Laws, the New York State Education Law, and all similar applicable laws, rules and regulations, as well as any agreements or judgments to which it is a party, and to investigate any alleged violations or deviations from these policies, laws, rules, regulations and agreements.

Job Description:

The Duties and Responsibilities: 

  • Oversees and ensures compliance with the College’s nondiscrimination policy, Title VI, Title VII, Title IX, the ADA, the ADEA, the Clery Act, the VAWA, the New York State and New York City Human Rights Laws, the New York State Education Law, and all similar or related applicable laws, rules and regulations, any related agreements or judgments or injunctions to which the College may be a party, as well as Title VI guidance issued by the United States Office of Civil Rights; 
  • Supervises the College’s Title VI and Title IX Coordinator(s) and/or serve as the Coordinator as needed
  • Oversees Compliance with reporting requirements, including, but not limited to those of the U.S. Equal Employment Opportunity Commission, the U.S. Office of Federal Contract Compliance Programs, and the Clery Act; 
  • Monitors federal, state, and local civil rights, anti-discrimination and anti-harassment laws, rules and regulations to ensure that the College is compliant and recommends updates and modifications to the College’s policies and procedures, not only to ensure compliance with all applicable laws, rules and regulations but, to advance the College’s goal of an accessible, nondiscriminatory, harassment-free and non-hostile educational and work environment; 
  • Recommends appropriate training for students, faculty and staff to advance the College’s goal of a nondiscriminatory, harassment-free and non-hostile educational and work environment and ensure compliance with all applicable laws, rules and regulations and then, as may be need, designs and implements such appropriate training, as well as any educational or training materials, and programs that may be appropriate;
  • Oversees and conducts investigations into alleged violations of the College’s nondiscrimination policy and facilitates informal, formal, or otherwise mediated resolutions of any alleged violations; 
  • Oversees and ensures the provision of supportive or remedial measures to students, faculty and staff impacted by potential violations of applicable College policies or applicable laws, rules and regulations; 
  • Provides guidance to students, faculty and staff, concerning compliance with the College’s nondiscrimination policy; 
  • Works collaboratively with all elements, branches, departments, and divisions of Barnard College, but also, as needed, with relevant counterparts throughout Barnard’s affiliate Columbia University, as well as any other institutions which Barnard may have a relationship involving Barnard, students, faculty and staff; 
  • Oversees and ensure the completion of all administrative, technical, and personnel activities necessary for Nondiscrimination operations; 
  • Maintains the confidentiality and/or privacy of Nondiscrimination operations including but not limited to compliance with FERPA and maintains the highest ethical standards and serves as a concrete example of ideals contained in Barnard’s nondiscrimination policy. 

Skills, Qualifications & Requirements:

Minimum Qualifications: 

  • Knowledge of, and experience with, Title VI, Title IX and FERPA as well as anti-discrimination laws; 
  • Supervisory and investigative experience; 
  • Experience providing training and guidance on compliance with nondiscrimination laws; 
  • Experience providing supportive and remedial measures for violations of prohibited conduct under Title VI, Title IX, and nondiscrimination laws. 

Preferred Experience, Knowledges, Skills, & Abilities: 

  • J.D. (New York Bar admission is not required); 
  • Familiarity and experience with Title VI, Title VII, the ADA, the ADEA and, the New York State and New York City Human Rights Laws, the Clery Act, the VAWA and relevant aspects of the New York State Education Law; 
  • Experience in an educational environment, ideally a higher education environment;
  • Experience with mediation or alternative resolution practices;
  • Experience working with people who have experienced discrimination, bias, harassment, and/or violence based on their identity including sexual harassment/sexual violence; 
  • Ability to demonstrate fairness and trust in responding to complaints and conflict management; 
  • Strong organizational skills and the ability to manage and prioritize multiple projects simultaneously, to adapt to changing environments and shifting priorities, to meet fixed and short deadlines and manage stressful situation; 
  • Excellent verbal and written communication skills; 
  • Ability to work effectively and collaboratively with people from diverse backgrounds; 
  • Strong research skills and the ability to synthesize a wide variety of data and compile appropriate reports using spreadsheets and other appropriate software. Preferred experience working with a case management database such as Advocate; 
  • Awareness of current trends and best practices in equity compliance/Title IX programs, Title VI, student conduct, academic honor codes and communities of higher education; 
  • Good judgment, common sense, and collegiality.

This job is currently a hybrid position, but may require a presence in the office up to five times a week depending on operational needs.

Salary Range: $150,000 – 165,000 annually

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the College's good faith and reasonable estimate of the range of possible compensation at the time of posting.
