Description
The Fiscal Assistant VDC Tax provides support to the VDC Tax Manager, Bay Aging’s Finance Department, with focus on the Veteran Directed Care program. VDC Tax supports the Bay Aging Fiscal-Employer Agent entity for oversight and processing of all payroll and related taxes and filings. They will complete the following job tasks:
Processing applications from Veteran clients or their Employer of Record for tax accounts associated with their entity under the VDC program. Ensuring that all accounts are created and active in a timely manner, processing payments according to defined schedules and deadlines, and generating and distributing system reports to verify these activities. Closing of accounts when clients leave the programs.
Reports to Tax Manager.
Essential functions
1. Establish employer tax accounts (45%):
- Process account applications for employer tax accounts for withholding, unemployment and local taxes as required by law for all VDC employers in a timely manner. This will require a working knowledge of withholding and unemployment tax law in multiple states. Will assist with an annual review and update of unemployment thresholds per state. Will participate in updating tax rates and filing frequencies annually as required by tax agencies.
2. Submit payments of all state, and local payroll taxes and payroll reporting for all
veteran employers. (35%):
- Ensure that assigned state and local employer payroll taxes are paid by payment deadlines. This includes verification of tax amounts in CYMA and reconciliation of required filings. Assist with annual returns to include W-2s, and W-3s and other state and local equivalent tax forms.
3. Reporting. (15%):
- Will complete and distribute various reports to staff including but not limited to the Pay Rate report, the Fiscal Agent E-filing Proof report to determine when employers have met the SUTA tax threshold after each pay period and reviewing wage reports to determine discrepancies before year end. Will be responsible for closing all tax accounts and revoking POA documents for closed employers. Will oversee annual update of full exemptions for federal, state, and local taxes for all affected employees.
4. Miscellaneous (5%):
- Gathers information and prepares other assigned reports as requested.
- Assist with providing customer service to all callers related to the VDC program.
- Supports other areas of the Finance Department and VDC program as needed.
- Assists with other Bay Aging programs/services as assigned or needed.
KNOWLEDGE
Knowledge of General Accounting principles and proficiency in the use of Excel (e.g., formulas, reports, graphs, QuickBooks, and CYMA.
Working knowledge of:
- Microsoft Office programs (e.g., Word, Outlook)
- CYMA
- FMS Engine
- Microsoft Excel
ABILITIES
- Work well under the pressure of recurring deadlines.
- Attention to details and strong organizational skills.
- Establish and maintain effective working relationships with co-workers, clients, and outside parties.
- Strong verbal communication skills in person and over the phone
- Strong written communication (e.g., reports, letters, emails)
- Adequate computer and bookkeeping skills required.
WORKING ENVIRONMENT
Office-based position with minimal physical requirements (ability to lift 20lbs, walking and climbing stairs). No independent travel required around the area served by Bay Aging. Must have or be willing to obtain an ID.ME account to access federal databases. None of the essential functions of the position can be performed remotely.
Qualifications
High School Graduate with a minimum of three to five years’ experience. Bachelor’s Degree in Accounting or related field a plus. Education may be substituted for experience. Must possess a valid driver’s license.
FLSA status: This is a non-exempt position.
