Job Summary: Under the supervision of the Executive Director, the Superintendent of Parks is responsible for overseeing the planning, coordination and management of all aspects of the Parks Department to provide for the recreation and aesthetic needs of the community through the development and implementation of a balanced park system. Responsible for overall facility conditions, grounds maintenance, capital improvement planning, and repairs and improvements projects for recreation, parks and administrative facilities. In addition, this position will assist in establishing the best practices for risk management.

General Hours: This position requires a minimum of 40 hours per week. Typical workdays will be Monday through Friday. However, a combination of daytime, evening and weekend hours may be required when the need exists.

Essential Responsibilities & Duties:

v Recommends policies and procedures for the implementation and administration of programs and functions involving the development, utilization and maintenance of all indoor and outdoor recreational areas, fields, shelters, paths, courts, playgrounds, recreation centers, civic events, youth and adult programs and landscape areas.

v Partners in implementing the district vision and assists in leading the district for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances with assistance from the Superintendent of Human Resources.

v Provides directions to staff through coaching, directing, supervising and evaluating their performance.

v Exercise direct supervision over Parks Foremen.

v Develop and maintain uniform standards and expectations of building and grounds appearance, maintenance, procedures, methods, parks staffing and policies throughout the district.

v Develop and manage service and maintenance agreements for all facilities and grounds. Evaluate the feasibility of contracting projects and services when appropriate.

v Develops, implements, coordinates and documents safety procedures and training throughout the district. Review and recommend revisions to the emergency action and evacuation plans for each district facility.

v Coordination of paperwork such as developing district related policies, agency safety inspection reports, accident investigation reports, safety committee minutes, training manuals and responses to public safety concerns.

v Assists in preparing and monitoring department operating and capital improvement budgets.

v Ensure operations conform to local, state and federal government regulations, worker safety and other applicable rules and regulations.

v Responsible for the purchasing, storage, and inventory of departmental supplies, equipment and vehicles.

v Utilizes appropriate databases and trains employees as necessary.

v Prepares and maintains daily, monthly, and annual reports and records as assigned.

v Conduct consistent meetings and training with staff including, but not limited to, safety/emergency procedures, standard operating procedures, behavior management, and customer service.

v Participate as a team member to assist and improve the overall services to the community.

v Adhere to all organizational policies and procedures as designated by the district.

v Actively support the safety policies and related programs including following safety rules, first-aid procedures, and reporting accidents & injuries when necessary.

v Performs other work-related duties and functions as assigned.

Education, Experience and Training:

v Five (5) years of progressively responsible experience in parks operations or similar field with at least three (3) of which were in a supervisory role in parks operations.

v Prior construction management experience is desirable.

v Valid Illinois Class A driver’s license (or obtain within 3 months) and good driving record are required.

v First Aid/CPR/AED Certification (or the equivalent) is required within 30 days of hire date. If you are not already certified, training will be provided.

v Successful criminal background check.

Knowledge, Abilities and Skills Required:

v Knowledge of principles and techniques relating to maintenance, layout, design and construction of parks and recreation facilities, as well as knowledge of plans, specifications and architectural drawings.

v Sound background in financial management and budgetary techniques as well as knowledge of management principles.

v Train, supervise and evaluate staff.

v Ability to communicate effectively within various settings.

v The ability to research and analyze various types of data information.

v Ability to work in a team atmosphere, promoting positive work relations with both internal and external customers.

v Capacity to apply good judgement and practical knowledge to resolve issues.

v Must demonstrate strong leadership skills to supervise a diverse team of employees to successfully complete work assignments in a timely manner.

v Ability to work in a team atmosphere, promoting positive work relations.

Physical Demands/Work Environment:

v General work area is indoors, with controlled temperature and fluorescent lighting. May occasionally have to work in several environmental extremes, typical of working in the Midwest climate.

v Sit for extended periods of time at desk in front of computer monitor.

v May stand for periods of time; push, pull and reach; occasionally bend, climb, stoop, kneel, crouch, crawl, balance and stretch.

v Have a normal range of hearing and eyesight to record, prepare and communicate appropriately in person and in writing.

v Frequently lift/or move up to 50 pounds and occasionally lift and carry up to 80 pounds.

Pay & Benefits: Target Hiring Range is $67,704 to $81,960. In exchange for your time and talent, we offer a generous benefits package including:
