QUALIFICATIONS:
DEGREE/EDUCATION:
Bachelor’s degree in Data Science
EXPERIENCE:
-
5 or more years of professional experience as a data manager
-
Measurable experience analyzing and evaluating data
-
Experience working with the Digital Accountability and Transparency Act (DATA) is preferred
-
Experience working with Office of the Undersecretary of Defense, Comptroller (OUSD[C]) Advanced Analytics (Advana) is preferred
- Experience working with the Department of Defense (DoD) policies and directives is preferred

U.S. Citizenship: Workers performing under this contract must be US Citizens

Documented experience working with the Department of Defense Financial Management Regulation (DoD FMR) or comparable regulation

Must have a clear background in order to obtain security clearance and a CAC

Possess excellent written and oral communication skills

Effectively use correct grammar and spelling in all written communications.

DUTIES:
-
Develop processes, procedures and tools to gather, maintain, and provide monthly and cumulative tracking of all financial data associated with Navy
-
Conduct financial analyses of raw data collected by applying analytical methods from the field of finance to determine the efficacy of financial operations and the variance to plan at various indenture levels across the command.

Perform trend analysis to evaluate changes in performance over time and make recommendations on how to improve financial performance.

Package relevant financial data analysis into an easily understood presentation format, approved by the COR. At times, presentation format may be provided by MSC.

Proactively review, reconcile, and provide process improvement recommendations for data tracking and manipulation and current issues relating to both external and internal sources of financial data

Support the identification of data integrity issues and recommend corrective actions in coordination with the business process owners and the Business Management Division

Analyze and monitor batch job results for accuracy, and report issues with recommendations for future avoidance
- Assist business process owners in identifying data available for archiving, in accordance with the Data Archiving
- Strategies and the Navy’s Records Retention Policy

Retrieve archived data as needed to support data requests and reports

Support extract and load of data available in systems and other sources
- Support conversion and migration of data
