ABOUT CITYWALK BHAM:

The recent completion of Birmingham’s I-59/20 Central Business District (CBD) Interstate bridges brings about a renewed focus on the space underneath the bridges known as City Walk BHAM. The goal of City Walk BHAM is to provide a space to assist in reconnecting Birmingham and create a destination and common area open to all citizens.

 

City Walk BHAM spans 10 city blocks, from 15th St N to 25th St N – almost a mile in length. The entire area encompasses 31 acres, which will provide a space to assist in connecting Birmingham. 


Summary/Objective 
 
The Assistant Public Safety Manager for CityWalk supports the Public Safety Manager in overseeing and maintaining the safety and security of the organization's facilities, assets, and personnel. This role involves coordinating security operations, ensuring compliance with policies and regulations, and responding to security incidents. This position will primarily focus on oversight of the security vendor assigned to the City Walk area. The position works closely with CityWalk management and staff and is responsible for assisting in the day-to-day safety and security management to ensure the safety of patrons.

Essential Duties/Responsibilities  

Demonstrates understanding and full performance ability in each of the following:

  • Supervision and Coordination:
    1. Assist in managing and supervising security staff, including scheduling, training, and performance evaluations.    
    2. Assist in managing essential event day safety and security functions. Coordinates operations with BJCC, CityWalk, and contractors. 
    3. Monitors and reviews daily security operations to ensure effective coverage and response by contract.
    • Manage an inventory of safety and security-related items such as metal detectors, cameras, radios, key, AED and First Aid equipment and supplies. 
  • Incident Management:
  1. Respond to and investigate security incidents, breaches, and emergencies.
  2. Produce after action reports and assists the management with analysis from day-to-day operations and events.
  3. Review’s incident reports, evaluating and analyzing reports to ensure policy compliance. 
  4. Proficient in incident reporting, incident management software and platforms,
  • Policy and Procedure Enforcement:
    1. Exceptional understanding of organizational mission, policies, procedures, and programs to deliver strategic comprehensive safety risk assessment and loss prevention efforts. 
    2. Ensure compliance with security policies, procedures, and regulations.
    3. Assist in developing and updating security policies and protocols.
  • Surveillance and Monitoring:
    1. Is actively present and engaged at the CityWalk venue to survey and monitor safety and security. 
    2. Monitors and reports on a continual basis all conditions that create security or safety hazards for the facility; also makes recommendations regarding prevention. 
    3. Oversee the operation and maintenance of surveillance systems and security equipment.
    4. Monitor surveillance feeds and alarm systems to detect and respond to security threats.
  • Risk Assessment and Mitigation:
    1. Conduct regular security assessments and risk analysis to identify vulnerabilities and recommend improvements.
    2. Assist with planning and participating in disaster recovery planning for the facility. 
    3. Examines, designs, monitors, and implements alternative safety risk management and mitigation techniques, strategies, and measures. 
    4. Demonstrates an ability to assist with the development of emergency evacuation programs, safety, First Aid/AED and evacuation training.
    5. Implement measures to mitigate identified risks and enhance overall security posture.
  • Communication and Liaison:
    1. Act as a liaison between security staff, management, and external agencies as needed.
    2. Communicate effectively with employees and visitors regarding security policies and procedures.
  • Administrative Duties:
    1. Maintain and update security logs, records, and documentation.
    2. Independently writes accurate, legible, grammatically correct incident reports.
    3. Assist with budgeting and procurement of security-related equipment and services. 

Additional Responsibilities:

  • Operating Hours Compliance:
    1. Ensure that City Walk adheres to the prescribed operating hours.
  • Weekly Security Meetings:
    • Attend and actively participate in weekly CityWalk security meeting to brief the public safety management team on key outcomes. 
  • Event Staffing Coordination:
    • Collaborate with the control room assistant manager to ensure adequate police and first aid staffing levels for events. 
    • Work with the CityWalk event manager and staff management to arrange adequate security personnel for all events.
  • Communication with Management
    1. Keep the public safety manager informed about all issues, complaints, ongoing events, and incident reports related to City Walk.
    2. Collaborates with public safety team, contract partners and CityWalk team to ensure adequate security protocols and staffing levels are in place at the venue. 
  • Pre-Event Checks:
    • Conduct thorough checks of barriers, magnetometers, delineators, road closures, and other setups to ensure proper implementation before events.
  • Post-Event Equipment Review:
    • Verify that all equipment used during events is removed and stored in the appropriate areas afterward.
  • Post-Event Reporting:
    • Complete and submit detailed public safety reports for all events.
  • Performs other duties as required.

Work Environment
This position may have a moderate to extensive stress level associated with responding to emergency situations, dealing with the public, and prioritizing responses. Work is typically performed outdoors, regularly exposed to wet and/or humid conditions and outside weather conditions.

 

Physical Demands

Position requires calm and professional response in a crisis or stressful situation. Must have the ability to hear and communicate clearly and concisely, both verbally and in writing. Duties require extended periods of standing or walking. Limited amount of physical effort such as climbing, bending, stooping, squatting, and kneeling. Ability to lift up to 30lbs with or without assistance, while maintaining good balance. Must be flexible enough to reach above shoulder level and be able to push and pull for brief periods of time. Must be ability to respond to emergencies and provide security coverage as needed. Visual acuity to see and monitor multiple cameras.

Position Type/Expected Hours of Work
This is a full-time position; hours of work must be flexible and varied to meet the demands of the events of the facility. Must be able to work extended and/or irregular hours including day, nights, weekends, and holidays, as needed.

 

Required Education and Experience

  • Minimum of five (5) years related knowledge, experience, and skills in related work, risk management, emergency services, security, law enforcement or military with at least three (3) years in event security preferred. 
  • Bachelor’s degree from an accredited college or university with an emphasis Criminal Justice or other undergraduate degree such as Public Administration preferred.
  • Certified by the Alabama Peace Officers Standards and Training Commission (APOSTC) preferred. 
  • Graduation from IAVM’s Academy for Venue Safety and Security (AVSS), Venue Management School (VMS at Oglebay), or Venue Management School Graduate Institute or relevant security certifications is a plus.
  • Valid State of Alabama Driver License. 

Additional Eligibility Qualifications

  • Knowledge of the Alabama Criminal Codes; City of Birmingham Ordinances; safety and security procedures
  • Must possess superb verbal and written communication skills, with the ability to clearly speak and write English.
  • Strong leadership and organizational skills. 
  • Knowledge of rules and regulations governing vehicle traffic movement, parking, control of visitor traffic/crowd management, parking, safety, and fire and disaster control procedures. 
  • Ability to react calmly, quickly, and efficiently in emergency situations or high-pressure situations.
  • Ability to establish and maintain effective working relationships with employees, the public, show promoters, other groups using the BJCC facilities, and other law enforcement agencies.
  • Ability to give clear, accurate, and precise directions to subordinate personnel.
  • Ability to use good judgment, remain calm, problem solve and think critically in all matters.
  • Ability to independently initiate, plan, meet deadlines and coordinate multiple projects and programs ranging from routine to more complex.   Makes decisions independently and as a part of the group decision-making process.
  • Ability to identify hazards and analyze risk sources to mitigate and respond to potential liabilities. 
  • Ability to use a range of current and modern job-related equipment, security systems, computer hardware, software applications, and best practices.
