Buchanan & Edwards (BE) is seeking a Payroll Manager to join its Accounting Team. Responsibilities include accurate and timely processing of semi-monthly payrolls Deltek T&E, Costpoint, and PayCom for approximately 500 employees. The Payroll Manager will review timesheets for accuracy and DCAA compliance and will support Payroll audits.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Accounting:
- Process semi-monthly payrolls through Paycom for BE’s ~500 employees; review, process, and post labor as well as timesheet corrections and postings.
- Review timesheet entries for errors and communicate with managers/employees for resolution, then post corrections.
- Process leave accruals, 401K uploads, and tax withholdings.
- Perform new hire setup, and back-up for subcontract timesheet setup, and payroll ledger file and 401k reconciliations.
- Upload garnishments, support orders and tax levies into PayCom.
- Respond, troubleshoot, and resolve employees’ technical or application issues with Deltek Time and Expense module.
- Lead/conduct Payroll audits including the annual accounting audit, worker’s comp, 401k.
- Review and update standard operating procedures (SOP) for Payroll processes; ensure compliance with all internal policies.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
- 3-5 years leading payroll with working knowledge of state and federal regulations.
- Prior experience with a medium to large government contracting services provider preferred.
- Deltek Costpoint Time & Expense system or any comparable government timekeeping accounting system are a plus.
- Experience with PayCom as well as the Deltek Subcontractor module are a plus.
- FAR, CAS, DCAA, and Government Compliance experience are a plus.
OTHER SKILLS AND ABILITIES:
- Strong MS Excel capabilities, and proficiency with MS Office Suite
- Strong organizational and problem-solving skills

- Strong attention to detail and ability to prioritize tasks

SECURITY CLEARANCE:
Candidates must have the ability to be cleared but are not required to have a clearance at the time of hire.

Pay: $100,000.00 - $115,000.00 per year
