CAL PEP is Hiring a Program Manager Near Oakland, CA

CAL-PEP is seeking a full-time Program Manager to coordinate our BASS Project. BASS is a peer centered program of integrated substance use and mental health services, social support, life skills training, and HIV and Hepatitis C testing, treatment, and prevention services. The BASS Project provides services towards some of the most underserved populations in California. BASS is a multi-dimensional, high-impact, non-traditional, peer-centered program that is specifically directed towards at-risk MSM, transgender, and cis-gender women of color living in Alameda and Contra Costa Counties, with a special emphasis on African Americans. This position reports directly to CAL-PEP's Program Director, and will specifically work on the project to advance transgender, cis-gender, and MSM-identified individual's mental health equity through education, outreach, and advocacy at local levels to ensure a safe space to identity and build community.

The BASS Program Manager will be a part of a collaborative team with staff from other project partners. The position requires strong communication and organizational skills, and an ability to muli-task and prioritize competing tasks. The BASS Program Manager will support the Project Team in education, outreach, and advocacy efforts to MSM, cis-gender, and transgender specific stakeholders, family members, service providers, and policy makers. A passion for increasing whole-person wellness within these vulnerable communities and reducing disparities is an essential characteristic for this position.

Immediate duties will include coordination of all program components including required reporting, field activities, administrative support staff, and process and outcome evaluation, supervision of staff, and monitoring of community partnerships. Additional responsibilities may include recruitment, case management, group facilitation, street outreach, and other duties as assigned.

Candidates with intermediate/advanced experience are desired, however, candidates with basic experience who are willing to learn and grow within this position are also encouraged to apply. Applicants identified as MSM, transgender individuals, people of color, and/or individuals with lived experience of recovery from mental health challenges are strongly encouraged to apply.

The Manager will report to the Program Director and will supervise agency program staff. The Manager will serve as the management link between the Executive Director, administrative staff, HIV prevention, research, and evaluation staff.

Essential Job Functions:

1. Coordination and management of substance abuse and HIV prevention interventions.

2. Supervision of substance abuse and HIV prevention service activities ensuring timely completion of program goals and objectives.

3. Scheduling, supervision, and evaluation of program staff, including detailed evaluation activities.

4. Assist with coordination of drop-in center activities, including co-facilitating support groups, recreational, and socialization events.

5. Preparation and completion of progress reports to funders, general correspondence with funders, and similar reporting functions.

6. Management oversight of office systems related to project success, including document files, computer files and databases, and oversight of program related equipment.

7. Coordination with staff, collaborators, and management of other CAL-PEP divisions, participation in scheduled staff meetings, annual program retreat, attendance at various community substance use and HIV prevention meetings, and similar functions.

8. Ability to disseminate outcomes of substance abuse and HIV prevention interventions.

9. Attends team, weekly management, and other meetings as assigned.

10. Other duties as assigned.

Knowledge, Skills, and Abilities:

1. Two years experience performing substance abuse and HIV prevention or related health education or prevention services.

2. Two years experience in program coordination, project management, staff supervision, or similar duties.

3. Experience working with cis-gendered women, MSM, and transgender communities.

4. Knowledge of the mental health concerns of cis-gendered women, MSM, and transgender community members.

5. Personal identification as a member of the MSM or transgender community a plus.

6. Strong knowledge of National AIDS Strategy and Treatment as Prevention model.

7. Capacity to manage multiple tasks/projects simultaneously.

8. Experience supervising staff and working with diverse populations.

9. Excellent computer skills; Experience with Microsoft Word and Excel strongly preferred.

10. Excellent oral and written communication skills.

11. A high school diploma or its equivalent (Bachelor or Master's Degree encouraged to apply).

12. Valid California Driver's License

13. Ability to work evenings and weekend as needed.

14. Ability to occasionally travel throughout California, as business needs dictate.

15. Bachelor's degree and/or additional related employment experience a plus.
