Description

TEFAP is a federally funded program that provides supplemental nutritious government food to low-income families. The TEFAP Manager will work as part of the Family Government Nutrition Programs Department to lead the TEFAP team’s distribution through a network of partners in Prince George’s County, Montgomery County, DC, and Northern VA. This position is responsible for managing all functions related to administering TEFAP, including partnership outreach, recruitment, compliance, and relationship building. This is a supervisory role with three direct reports. The person most successful in this role will be an experienced program and grants manager with systems in place to monitor regular grant reporting and invoicing requirements, prepare for frequent audits, and develop and maintain SOPs.


Essential Functions:

Compliance/Monitoring/Evaluation- 60%

  • Develops systems to review and track Coordinator and Specialists’ completion of grant reporting and invoicing, and ongoing compliance with grant requirements
  • Prepares for frequent internal and external audits through regular compliance checks and review of team’s work
  • Leads Coordinators and Specialists in maintenance of site monitoring compliance in line with Feeding America and TEFAP requirements
  • Facilitates the completion of capacity assessments and surveys that utilize data to improve partner service, develop capacity of partner network, and enhance customer service
  • Broad administrative oversight of TEFAP, including but not limited to, budgeting, reporting, contract maintenance, and completion of annual applications for programs

Administrative/Partner Support- 40%

  • Leads ordering of TEFAP food in collaboration with Director, Specialist, Analytics, Food Resources, and State Agency; Supports Specialist in creation and maintenance of ordering strategy
  • Leads Coordinators and Specialists in activities related to the monitoring and evaluation of prospective and existing partners, ensuring compliance with Feeding America, Federal, and State Guidelines
  • Manages assessment of partner support needs, making recommendations and overseeing annual TEFAP compliance, civil rights, and food safety trainings
  • Oversees management and accuracy of departmental files according to CAFB, FA, DHS, and USDA guidelines
  • Supports Director, Food Resources, Operations, and Programs Departments in reaching distribution goals; Monitors TEFAP product inventory movement, distribution, and system improvement
  • Ensures staff is trained in compliance requirements for TEFAP
  • Creates systems and processes that enhance team productivity and efficiency, to be reflected in SOPs
  • Executes strong performance management, through ongoing development and monitoring of SMART goals, team workplan, and coaching conversations; Tracks deliverables and timelines in 1:1 meetings with staff and provides coaching to meet goals; Conducts bi-annual formal performance reviews
  • Assists in the development and implementation of departmental policies and procedures
  • Performs other duties as assigned

Qualifications


Requirements:

  • Bachelor’s degree in related field
  • 3 years of experience with grant management, preferably government funded; Proven track record of maintaining compliance with reporting requirements 
  • 3 years of experience directly supervising staff
  • Valid driver’s license required. Ability to drive throughout service area for site visits. Site visits require standing and moderate walking
  • Experience with Microsoft Office Suite, particularly use of Excel to develop budgets and complete compliance checks

Preferred Qualifications:

  • Experience working in a customer facing role with community organizations
  • Excellent time management skills with proven ability to pivot, reprioritize, and meet deadlines
  • Experience working across multi-state programs with dynamic, fluctuating requirements

Physical Demands/Working Conditions

  • Physical activities involve sitting for up to 70% of the workday. Ability to travel to sites throughout the Washington metro area.

Reporting:

  • This role reports to the Director of Family Government Nutrition Programs
  • The MD TEFAP Coordinator, DC TEFAP Coordinator, and VA TEFAP Specialist report to this role

Schedule:

  • Regular work hours are Monday through Friday from 9am to 5:00pm; with weekends or extended hours for special events
  • This role will be in the DC office on Monday and Tuesday, and the Lorton office on Wednesday
