WHO WE'RE LOOKING FOR

The Advisor, Employee Resource Center (ERC) role reports directly to the Director, ERC. This position will collaborate with the Director, ERC on sensitive issues from across the organization that are raised and will provide personalized assistance and support to address concerns in the areas related to job satisfaction, workplace concerns, and overall cultural environment. This role will assist in identifying opportunities to address common employee relations issues proactively and preventatively and will provide guidance and coaching to leaders of all levels to address behavior and performance areas. The Advisor, ERC will be an initial point of contact for employees to assist with questions and inquiries related to a variety of People & Culture responsibilities such as employment verifications, ADA accommodations, tier 1 benefit inquiries, human resources policies, and drug and alcohol policies. The Advisor, ERC will also collaborate across departments to coordinate on a variety of human resources initiatives, all in the pursuit of delivering positive team member experience and retention.


WHAT YOU'LL BE DOING

CapMetro Advisory:

  • Conducting, overseeing, and assisting with organizational personnel issues to manage concerns and grievances to identify and implement appropriate actions and accountability practices.
  • Work closely with the Director, ERC in conducting highly sensitive investigations to include conducting complainant, witness, and subject interviews, analyzing data from various internal systems; case adjudication; proposing remedial action based on investigation findings; production of completed investigation documentation.
  • Use exit survey data to make recommendations for change as it relates to cultural values and processes.
  • Partner in analysis and revision of people programs, policies, process improvement, and practices to sustain a positive work environment for all team members.
  • Identify fair and inclusive processes appropriate for employee concerns or grievances including overseeing fact-finding and ensuring adherence to policies and practices.
  • Provide guidance and assist with the development and delivery of appropriate performance feedback or action plans including corrective/disciplinary actions.
  • Oversee the use of effective documentation techniques and maintain accurate, confidential records regarding all reported matters and fact-finding documentation.
  • Interpret and apply knowledge of People & Culture policies and practices, employment law, and other regulations to provide guidance or clarification for team member matters as the subject matter expert.
  • Maintain the highest level of integrity when managing sensitive matters.
  • Collaborate across departments and teams to help develop and ensure the success of all People & Culture initiatives.
  • Conduct and manage the annual background check process required for all CapMetro security sensitive positions. Compile and maintain appropriate records.
  • Effectively respond to internal as well as external inquiries for information regarding policies and procedures, document filing, customer complaints and/or verification of employment by utilizing all resources available including SharePoint, CapMetro Central, UltiPro, Oracle as well as internet research.
  • Assist the Director in developing standard operating procedures and processes.

Service Provider Advocacy:

  • Work closely with Talent Acquisition and Workforce Planning organizations to support retention.
  • Engage with Service Partners team members from hire, through training, graduation, and continued support thereafter.
  • Provide consistent support to our Service Partners team members, operations training colleagues, answering team member and people leader questions about people initiatives, policies, benefits, and any other people-related items.
  • Create and maintain a database that captures the operations employee relations activities.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
  • Perform other duties as required and/or assigned.

WHAT YOU BRING

  • Bachelors’ degree in Business Administration, Human Resources or a related field is required. Additional related experience may substitute for education on a year for year basis up to four years.
  • Certified as SPHR or PHR preferred.
  • Understanding of dispute resolution process/practice desired, but not required.
  • Five (5) years’ experience of human resources experience supporting employee/team member culture. programs (employee relations/training/talent management/compliance).
  • Experience with Microsoft Office products with intermediate skills in Excel, Word, PowerPoint, Access and SharePoint in a Windows environment.

  • Ability to develop employee relations and negotiation skills.
  • Ability to research and develop a thorough understanding of state and federal laws concerning employee relations (compliance).
  • Ability to research and obtain a working knowledge of all applicable employment laws.
  • Self-motivated with outstanding written, verbal, and interpersonal communication skills.
  • Demonstrated ability to manage multiple, competing priorities, facilitate projects and business processes and work effectively both independently and as part of a collaborative team.
  • Take the initiative to independently complete all tasks within a timely manner, creatively problem solving when necessary.
  • Data analytical skills, with strong collaboration and problem-solving skills required.
  • Ability to establish and maintain effective working relationships with co-workers.
  • Ability to work independently with minimal supervision.
  • Able to work in a fast-paced environment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.
Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversite, and accountability as needed. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period. #LI-Hybrid

SECURITY SENSITIVE POSITION
This position has been identified as a “Security Sensitive” position. CapMetro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.
