TEACHER ON SPECIAL ASSIGNMENT: K-12 Emergent Bilingual Specialist
The Emergent Bilingual Specialist role is to support and facilitate school level coordination of student placement, data, and site documentation for EB students. Supports communication and facilitates the ELPA testing process and data results. Works closely with building staff and district level staff to ensure correct identification and placement of EB students. Supports the communication and collection of necessary documentation for EB program at Monmouth Elementary, Talmadge Middle, Central High, and students participating in the district's online school. Collaborates to plan and facilitate staff development and classroom coaching.
Essential Functions:
- Meets regularly with staff and district team to align processes, procedures and instructional delivery.
- Assists with EB identification and placement process at the building level.
- Serves as building ELPA data facilitator and site documentation of the EB program.
- Identifies students who require ELPA testing and coordinates testing process within state directed timelines.
- Supports the monitoring process of EB students' academic progress for Monitor status.
- Assists in monitoring compliance with federal, state and district regulations.
- Attends school and district meetings as requested to share or to gain information on EB programing.
- Supports the Special Education pre-referral process for EB students.
- Provides classroom coaching and supports core instruction.
- Supports teachers with the implementation of effective instructional strategies and improved instructional materials to ensure quality, fidelity and consistency of instruction in order to improve student growth and achievement.
Other Functions:
- Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work
Minimum Qualifications:
- A valid and current Oregon Teaching License
- Appropriate ESOL endorsement for assigned level
- Knowledge of child growth and development at each level of instruction
- Three to five years successful teaching experience with emergent bilingual learners

Responsibilities:
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; and operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to affect the Organization’s services.
Working Environment:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 30% sitting, 20% walking, and 50% standing. The job is performed under some hazardous conditions and in a clean atmosphere.
