Key Responsibilities
- Lead the creation and management of proposals, statements of work, requirements, and RFP responses, including facilitating the technical and planning aspects of technology procurement.
- Coordinate with multi-disciplinary teams to craft plans, goals, objectives, policies, and procedures, integrating agency best practices.
- Develop comprehensive project plans that include tasks, schedules, risk identification, checkpoints, status reporting, and resource allocation.
- Ensure smooth transition of project plans to internal teams for execution, adhering to PMI best practices.
- Oversee project governance, ensuring proper meetings, reporting, metrics, risk and issue management, and quality assurance throughout the project lifecycle.
- Monitor and evaluate third-party vendor performance using established metrics and milestones.
- Cultivate strong relationships with stakeholders, including executives, business managers, vendors, project sponsors, suppliers, and technology managers.
- Align project goals with technical objectives and the agency’s overall technology strategy.
- Demonstrate high emotional intelligence (EQ) to manage project challenges and foster a positive project culture.
- Perform additional duties as assigned.
- Extensive experience in managing and executing a portfolio of projects.
- Proven ability to guide business and IT resources through the discovery and documentation of requirements.
- Strong analytical, organizational, and decision-making skills.
- Excellent interpersonal skills for effective collaboration and team building.
- Adaptability to rapidly changing environments with a focus on providing guidance for necessary project adjustments.
- Superior verbal and written communication skills, with the ability to convey complex issues clearly to various audiences.

- Ability to communicate timelines and expectations to technical and business staff.
- Solid understanding of software development life cycle models.
- Comprehensive knowledge of Agile and Waterfall project management principles, with the ability to integrate them as needed.
- Familiarity with process engineering and re-engineering techniques.
- 15 years of overall IT experience, with a preference for experience in technology infrastructure and application development.
- At least 10 years of experience managing large projects within a portfolio, accompanied by a bachelor’s degree.
- Proficiency in Project Management tools such as Microsoft Project, Visio, and Office.
- Financial literacy including budgeting, accounting, investing, and credit management.
- Minimum of 5 years’ experience in procurement management, including developing Statements of Work (SOWs), Requests for Quotation (RFQs), and contracts.
- PMP Certification through PMI or qualifications recognized by the Commonwealth of Virginia.
Salary : $70 - $75
