General Definition of Work
The assistant technology officer (ATO) of Data Warehouses, under minimal supervision, performs senior-level work with extensive decision-making discretion overseeing data strategy and governance across the organization to create a unified view of the district's strategic efforts and to leverage data as an asset to drive results. Ensures the district's data systems and reporting platforms deliver secure, accurate, timely, and actionable information tailored to support end users throughout the organization. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to business requirements and IT Solutions under the direction of the Chief Technology Officer.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise and evaluate assigned programs/staff in the district
- Oversee development and implementation of a data strategy for leveraging data as a strategic asset and in alignment with the district's Strategic Plan
- Collaborate across divisions to develop a better understanding of processes and outcomes and driving results through data-informed continuous improvement
- Build capacity across divisions for leveraging AI effectively, responsibly, and in alignment with the district's Strategic Plan
- Build a culture of understanding and strategic thinking around data, including strengthening data literacy, expanding accessibility, and increasing trust in the accuracy of enterprise data
- Oversee the teams responsible for the district's enterprise data warehouses, including data lifecycle management, data quality improvement efforts, and large-scale updates as needed for software or system transitions
- Coordinate with the Data Operations, Cybersecurity, Network, and Privacy teams to ensure tools and processes are in place for the secure storage and appropriate sharing of data within the organization and with approved external partners
- Keep key stakeholders informed of developments related to data systems and management as well as any necessary measures for risk mitigation
- Collaborate across departments to ensure that data reporting and business intelligence platforms maintain alignment with the district's strategic priorities, business needs, and data security requirements
- Oversee vendor contracts when staff augmentation is required for large-scale data warehouse or platform updates
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication/public relations
- Facilitate the development of the department's improvement plan
- Perform related work as assigned or required
Knowledge, Skills, Abilities
- Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system technology requirements
- Knowledge of quantitative research methodology, statistics, data analysis, and business intelligence reporting
- Strong skills and experience in data-related roles, including analytics, data governance, and communicating about data to non-technical audiences
- Skilled in software used in querying, analyzing, and reporting on enterprise data (SQL proficiency required)
- Skilled in business intelligence tools, from connecting to source data through deploying reports (Power BI proficiency required)
- Skilled in working with large data sets from a variety of data systems
- Ability to maintain professional and emotional control under stress
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to develop, monitor, and implement a fiscally sound budget

Education and Experience
- Bachelor's degree in related area required
- Master's degree in Data Science, Statistics, Educational Research or related area preferred
- Minimum of Five (5) years' experience in data-related role, including analytics, data governance, and communicating about data preferred
- Equivalent combination of experience and education
Special Requirements
- Possess and maintain a valid Driver's License or ability to provide own transportation
- Travel to school district buildings and professional meetings
