The incumbent is responsible for directing and controlling all aspects of the public works function including the effective management and supervision of assigned employees, tools, equipment and other resources in the accomplishment of contract requirements.

Essential Duties & Job Functions:

• Provides strategic leadership to include development of annual work and long range plans for construction and maintenance operations.
• Provides overall supervision of craft shops, work management, and engineering.
• Coordinates joint activities with other functional managers and outside agencies.
• Directs Design-Build projects and operations.
• Provides overall supervision of project scheduling and coordination of internal workforce and SOO/POOL subcontractors.
• Develops and maintains all work related statistics and produces reports on a timely basis.
• Ensures all work is accomplished in most effective and efficient manner. Interfaces with other functions, customers and Government representatives as required to achieve maximum productivity.
• Monitors work to ensure cost control (including minimization of overtime/lost time), effective use of tools, equipment, and materials, scope (including the documentation of changes to support job amendments), and the quality of work performed.
• Develops plans to improve procedures, methods, technology, tools and equipment, and human resources to achieve improved productivity, quality and cost performance.
• Recommends changes to operations and maintenance (O&M) procedures to improve deficiencies.
• Plans and directs all snow removal and emergency operations.
• Performs other related work as assigned.

Mandatory:

• High School Diploma or equivalent.
• Ten years direct experience in Public Works maintenance or construction management.
• Valid state Driver’s License with acceptable driving record pertinent to the position.
• Ability to successfully pass any background checks and/or drug testing required on the contract.
• U.S. Citizenship.
