Oversees planning, design, and construction of the water, wastewater and storm water systems. Evaluates the need for system expansion, rehabilitation, and elimination and makes recommendations, as needed. Designs systems infrastructure and components and reviews outsourced component designs to ensure that they are compatible with existing and future systems and compliant with local, state and federal regulations. Performs topographic field surveys and prepares plans and specifications for official approval, public review, or publication. Certifies in-house designs for permitting purposes with the State of Indiana. Provides technical assistance to crews performing construction and inspection. Maintains current water distribution, wastewater, and storm water network models; performs modeling; and analyzes data. Approves Indiana Department of Environmental Management applications for water distribution system expansion. Coordinates bidding and contract process and makes selection recommendations to the Utilities Service Board and/or Director. Approves payments to contractors. Assists with the preparation of the annual capital budget proposal. Investigates and resolves resident complaints, as necessary. Supervises, directs, and evaluates the work of other staff, and manages the work of outside consultants and contractors.
