JOB DESCRIPTION
CEA Wage Range $27.43 - $37.91/ hour
POSITION TITLE: Plumbing/Mechanical Inspector
REPORTS TO: Chief Building Official
SUPERVISES: ------
PURPOSE OF POSITION:
Responsible for the performance of skilled inspection work and enforcing compliance with municipal plumbing and mechanical codes and ordinances.
ESSENTIAL FUNCTIONS:
Conducts proper and timely inspections of all plumbing and mechanical work for compliance with the adopted edition of the Uniform Plumbing Code and International Mechanical Code, applicable city ordinances and codes and the approved plans and specifications.
Reviews plans, specifications and other data to ensure plans meet the minimum requirements of the plumbing code and the mechanical code.
Provides technical directions and assistance on all plumbing and mechanical inspections.
Coordinates inspections with specialists as required.
Responsible for uniform applications and interpretations of the Uniform Plumbing Code, the International Mechanical Code, the Uniform Swimming Pool, Spa & Hot Tub Code, the International Fuel Gas Code, State of Nebraska Title 124, and 2009 IECC.
Investigates and resolves complaints received by the department from the public concerning Permit and Inspection violations.
Makes recommendations to supervisor for improvements in field procedures, methods and policies.
Issues verbal or written orders for the correction of defects in materials, workmanship, and other violations of codes and ordinances.
Determines if contractors have all the necessary permits and licenses to perform the requested work.
Works jointly with the Public Works Department in conducting ADA and safety related inspections.
Explains and interprets codes and regulations to owners, building contractors, government officials and the general public.
Discusses repairs, alterations, and new construction with owners and contractors.
Conducts final inspections for certificates of occupancy.
Attendance at assigned work location is an essential function.
MARGINAL FUNCTIONS:
Assists in the effective operation of the office.
Performs other duties as directed or as the situation dictates.
ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Knowledge of modern plumbing and mechanical construction practices, methods, materials and equipment.
Knowledge of the Uniform Plumbing Code, International Mechanical Code, city zoning codes and ordinances and related laws. Uniform Swimming Pool, Spa & Hot Tub Code, International Energy Code, State of NE. Title 124 and International Fuel Gas Code.
Knowledge of ADA standards and safety codes and regulations.
General knowledge of and ability to utilize computers and programs associated with the function of the division.
Ability to perform field inspections on new construction, alterations, repairs and remodels within the city limits and the extraterritorial jurisdiction as they relate to plumbing and mechanical installations.
Ability to enforce ordinances and other regulations with firmness, tact and impartiality.
Ability to prepare and maintain accurate records and reports.
Ability to establish effective professional working relationships with building contractors, owners, engineers, architects, government officials, fellow employees and the general public.
ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
Must possess a high school diploma or GED equivalent.
Must possess a valid journeyman plumber’s license at time of hire.
AND:
3-5 years of experience in plumbing and/or mechanical type work.
Must obtain certification by the International Code Council and the International Conference of Plumbing and Mechanical Officials as a Uniform Plumbing Code inspector and as a Mechanical Inspector within one year of the date of hire.
Must obtain a Government Inspector license by the State of Nebraska as an On-Site Wastewater Treatment System Professional within one year of the date of hire.
Must possess a valid drivers’ license at the time of hire and maintain throughout the course of employment.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work is generally performed outdoors year-round, periodically during inclement weather, at construction sites which may be dusty, noisy and hazardous. Job duties require a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching and climbing. Incumbents must have the ability to transport themselves to and from inspection sites and to lift up to 50 lbs. Incumbents must also possess the coordination and manual dexterity necessary to physically access and maneuver on rough terrain and at construction sites to conduct inspections.
