Salary Range: $74,933.0400 - $95,648.1760/annually. Salary reflects Step 1 and Step 6 of a 7-step pay scale. Salary are hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m.
Job Summary:
Under general direction, performs a variety of highly complex professional management tasks specifically related to the planning, coordinating, and analysis of fiscal activities with the Public Works Department; provides financial reporting and budget analysis to all Public Works’ divisions; plans, organizes, and controls the preparation and submittal of the multi-funded Public Works budget. Oversees internal accounting functions, manages debt, provides long range forecasts, and coordinates rate and fee studies; provides financial and budgetary projections and oversees fiscal services staff.
Scope of Responsibility:
Responsibility requires application of professional/managerial principles and judgment, within overall direction established by senior management, with major financial impact. Performs advanced troubleshooting or analysis; uses judgment to select from multiple known alternatives. Solves complex fiscal problems; evaluates industry trends and business climate to look for new or innovative approaches to financial problems. Develop and recommend new alternatives. Successes and failures affect short-term performance of the organization – financial impact on the overall organization is significant. Requires frequent interaction to provide detailed procedural explanations or technical responses and/or occasional contact to negotiate basic agreements, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors.
Professional Accounting Duties
- Responsible for overall management of all accounting functions of the Department including accounts payable, contract payments, inter-fund transfers, special assessments, and fiscal year end.
- Prepare audit work papers and evaluate audit inquiries; work closely with the City’s auditors during the annual audit. Work with auditors from various State agencies and others providing information and guidance to assure successful audit reports.
- Manage all fixed asset reports, schedules, and records, for the Department including adherence to GASB 34 and all other applicable State, Federal, and local rules and regulations.
- Ensure Department’s compliance to all Federal, State, and City laws, regulations, standards, and policies concerning accounting, purchasing, and appropriate use of funds.
- Recommend and implement internal controls necessary to assure the accuracy and security of all Department’s records and funds.
Oversee and coordinate all financial activities of the Department
- Participate in the development and implementation of financial goals, objectives, policies, procedures and work standards for the Department; ensure implementation of financial goals and all Division budgets.
- Develop and participate in a wide variety of financial studies including rate studies and fee structures; provide technical assistance and support to staff.
- Responsible for the overall management of Public Works assessments and work with the Department of Revenue to coordinate information and resolve issues.
- Oversee all cost and project accounting functions and databases.
- Direct the preparation and analysis of a variety of fiscal reports, statements, cost analysis, financial forecasts, internal cost allocations, cash flow analysis, spreadsheets, and schedules for the department.
- Oversee the administration of all funds of the Department
- Prepare short term and long range forecasts of cash flows, revenues, and expenditure requirements. Continuously monitor and evaluate external business climate and internal financial stability of all Public Works divisions. Recognize problems and recommend alternative solutions.
- Monitor funds for adherence to loan/debt agreements including maintaining appropriate reserves and debt coverage ratios. Recommend and administer financial policies and procedures for Public Works.
- Prepare budgetary and expense data for grant applications and to meet grant reporting requirements.
- Provide financial data to support Public Work’s asset management goals.
Prepare, manage, and administer Department’s Budget
- Administer and participate in the development and administration of department budget.
- Oversee the fiscal administration of all budgets within the Public Works Department. Recommend appropriate budget levels based on items and needs addressed.
- Oversee and manage the monitoring of budget levels such as revenues and expenses and the monitoring of project expenses for compliance to contracts, laws, and regulations, as well as internal City policies. Approve expenses.
- Perform analysis of the budget. Forecast funds needed for staffing, equipment, supplies, and capital. Continuously monitor funds, cash flow, budget, and expenditures of entire Public Works budget, including a capital budget in excess of $60 million annually.
Supervision
- Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies. Supervise, plan, organize, and direct the work activities of subordinate accounting and financial staff.
- Plans, organizes, and oversees the work processes of the Fiscal Services staff.
Performs other duties as assigned.
Required Qualifications and Skills:
- Bachelor’s degree in Accounting, Finance, Business Administration or related field.
- Three (3), years of progressively responsible financial management and/or accounting experience
OR
- Seven (7) years of working experience performing accounting and financial functions for an organization.
AND
- Must be proficient with Microsoft applications including Word, Excel, and PowerPoint.
- Experience with advanced spreadsheet applications
- Must be able to pass a State and Federal criminal background check
Preferred Qualifications and Skills
- Experience with municipal government or governmental accounting knowledge
- CPA license
- Supervisory experience
Work is a normal office environment. Working conditions require moderate physical effort moving between 5 and 25 pounds. Working conditions require high attention to detail or deadlines with effort being frequent between 45% and 70% of the time. A typical workday involves exposure to temperature regulated (less than 10 degree Fahrenheit variation); office environment free of excessive noise or other disagreeable elements. Occasional driving may be required.
