Job Description:
Under general direction from the Director of Parks and Recreation, performs administrative work in the long-range developmental planning and for the overall management, supervision, and operations of assigned city facilities and grounds. Formulates parks maintenance-related policies, directs operational activities, and supervises staff; involved in the City’s beautification and urban forestry programs, as well as support for community events. Ensures that the City’s Park facilities and Cemetery function safely and properly meet all required standards.
Key Responsibilities:
- Assist the Director of Parks and Recreation with the implementation of goals, policies, work standards and programs for Parks and Recreation department in a manner that ensures compliance with City and professional guidelines, pertinent codes, federal, state, and established city regulations.
- Supervises the work of the Parks employees including prioritizing and developing work plans; monitoring progress on reports and projects; interpreting policies and procedures.
- Assist with the planning of organized recreational activities and assists youth and adult groups with their recreational activities.
- Ensures preparation and maintenance of accurate records, reports, evaluations, studies, and proposals on current and long-range park facility needs, park activities, personnel, equipment, and maintenance schedules; monitors agreements as they relate to park maintenance.
- Assists in and monitors developments related to park capital improvement and maintenance projects; coordinates contracted services; and oversees delivery of services.
- Interacts with and coordinates the activity of cemetery sextons.
- Prepares and maintains regularly scheduled ground maintenance for parks, City Hall, Patrick Heath Public Library, Municipal Court and Police Department Complex, Visit Boerne and the Animal Shelter; OR all assigned facilities. Under the direction of the Director of Parks and Recreation may monitor annual maintenance contracts for these facilities and/or monitor city facilities projects as needed.
- Coordinates assistance of other City departments with maintenance requiring heavy and light equipment.
- Represents the department in meetings with other City departments, public officials, other public agencies, and community groups as necessary; and responds to citizen concerns, initiatives and inquiries, and ensures that appropriate action is taken.
- Supervises maintenance for assigned City grounds, including setting maintenance schedules, and delegating specific maintenance tasks; prepares necessary reports on park maintenance and grounds work.
- Monitors department employees’ performance, morale, and attendance, and recommends necessary personnel actions, including performance evaluations, disciplinary actions, merit increase recommendations, and terminations.
- Serves as essential emergency personnel when required.
- Regular and prompt attendance is an essential function of the position.
- Supervise and execute all aspects of turf maintenance including mowing, fertilization, irrigation, and weed control to ensure the health and aesthetic appeal of park grounds.
- Assist in developing and implementing plans for the expansion and improvement of trails within the park system, including the construction of new trails, trail signage, and trail maintenance.
- Provide effective leadership and direction to a team of park maintenance staff, including hiring, training, scheduling, and performance management.
- Assist with developing and managing the park's budget, ensuring that resources are allocated effectively to support maintenance and improvement projects.
- Ensure compliance with all safety regulations and standards in park operations, including the proper use and maintenance of equipment, and the implementation of safety training programs for staff.
- Performs such other duties as may be assigned.
Qualifications:
- Education: High school graduation, or its equivalent; plus at least five years of progressively responsible experience in the operation, maintenance, and construction of parks and recreation facilities, at least three of which were in a supervisory capacity or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
- Customer Service & Communication Skills: Establish and maintain effective working relationships with co-workers, city officials, other city departments, consultants and contractors, and the public.
- Computer Skills: Operate a computer, modern office equipment, using Word and Excel.
- Organizational Skills: Knowledge of general park and pool operations, turf management, ground maintenance, tree and foliage care, irrigation standards and techniques, safe operation codes for heavy equipment and vehicles, methods, practices, equipment, and material used in the construction and maintenance of facilities. and managerial and budgetary practices and procedures.
- Attention to Detail: Supervise and motivate employees; demonstrate proficiency in both oral and written communication; make minor mechanical repairs, assess problems, and appropriately delegate resources; prepare concise, accurate reports.
- Certifications & Licenses Required: Appropriate Texas Driver’s License. Possess or can obtain within 18 months of hire, Certified Pool Operator, Certified Playground Safety Inspector, and/or Turfgrass certification.
