Job Description Summary:
Under limited direction, to lead, supervise, and manage the Trails work group’s Stewardship and Volunteer Project Program emphasizing trail maintenance, within a department-wide context that supports all chartered land uses and open space purposes; primarily to deliver work as a working supervisor with 40-75% supervisory work; to provide direction to staff throughout the department in the area of trail maintenance and volunteerism; to provide research, analysis, consultation, technical assistance, and management to protect and enhance passive recreation on OSMP properties; to collaborate as a team member of the Trails work group and the Trails and Facilities Service Area; and to perform related duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
(50%) Leads, manages, directs, and informs Trail Maintenance and Volunteer Trail Project program staff.
- Supervises and provides direction to program staff, typically Program Leads, crew leaders, temporary and seasonal workers doing highly complex work.
- Creates a respectful, trusting, and supportive environment.
- Proactively and positively communicates city and department initiatives to program staff.
- Develops work plans for staff and crews to accomplish program goals.
- Leads and mentors program staff based on principles of empowerment, listening, standards of excellence, city and department values, community connections, and responsiveness.
- Establishes work priorities to ensure that standards, and departmental needs are met.
- Recognizes the needs of staff, coaches them, and seeks training and experiential opportunities to help develop skills and capacity.
- Conducts annual performance evaluations for regular staff and, as appropriate, for temporary and seasonal staff, ensures required training needs are being met, and manages personnel and operating budgets.
- Develops and ensures contractor compliance with contract terms.
- Works with staff to encourage all staff to become leaders in their roles in the department.
(30%) Works in a collaborative manner to oversee and manage the implementation of the Stewardship and Volunteer Project Program, which includes the following:
- Oversees work at a higher level of responsibility based on supervision, impact, complexity, compliance, life/safety, and/or essentiality to the mandate
- Provides vision, goals, detailed plans, motivation, and delivery for the program, within broad outlines provided by leadership, working together as part of a department and city-wide team to support the overall charter and mission.
- Contribute individual work in the area of trail maintenance and volunteerism.
- Assigns, coordinates, and supervises employees, volunteers, and other agency personnel in performing program work in a safe, cost-effective, business-like, and efficient manner to meet department goals.
- Oversees a range of work including research, design, management, and monitoring, to ensure operational consistency and collaboration, meet department goals, and resolve problems.
- Leads and directs the program and related projects by identifying, prioritizing, and coordinating activities to ensure that departmental needs are met, and that service delivery is provided in a coordinated, efficient, and effective manner.
- Builds effective alliances with other department service areas, city departments, local, state and federal agencies and public interest groups; coordinate with appropriate agencies and partners to ensure time lines, regulatory requirements, public process requirements, and budgetary constraints are met.
- Develops client relationships and provide exceptional customer service to internal and external customers through careful listening and understanding of client issues and by communicating research findings, proposals, specifications, and project statuses to ensure multiple management objectives are met.
- Manages capital and operating budgets associated with the program and related projects; responsible for program business processes; pursues grant opportunities related to program goals.
(15%) Provides strategic advice and technical guidance for management plans, stewardship plans, land use plans, and project designs to implement Stewardship and Volunteer Project Program goals within a department-wide context that supports all chartered land uses and open space purposes.
- Develops and offers advice and objectives for inclusion in department plans that support program goals, including recommendations for property acquisitions and appropriateness of passive recreation on newly acquired land.
- Brings the best practices and/or objective research available to inform management decisions.
- Reviews department project designs, permits, and leases to make recommendations for improvements to better meet program goals.
- Collaborates with department staff to develop, train, and implement best management practices for recreational and scenic projects to support program goals.
- Works as part of a team to coordinate staff response to issues related to program disciplines.
- Participates in major revisions and updates to relevant sections of the Boulder Valley Comprehensive Plan, Boulder County Comprehensive Plan, and/or other regional or statewide planning initiatives.
(5%) Performs public and staff information activities including applicable liaison roles.
- Provides periodic training for staff, volunteers and members of other work forces.
- Develops and presents written and oral reports on programs and projects to service area, department and city management staff, city advisory boards, Open Space Board of Trustees, City Council and user groups.
- Provides liaison role to external organizations for program disciplines, as applicable, representing department goals and integrating with the goals of others.
- Participates at a professional level in field of expertise.
- Resolves public concerns related to program disciplines.

- Performs related duties as required to meet the needs of the city.
- Contributes to the leadership direction of the department.

MINIMUM QUALIFICATIONS

REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Recreation Ecology, Recreation Resources Management, Environmental Studies/Science, Natural Resource Management, Parks and Protected Area Management, Parks Management, Human Dimensions, Construction Management, Public Land Management or Landscape Architecture or related field.
- Four (4) years of work experience demonstrating a working knowledge of trail design, construction, maintenance practices and commonly agreed upon standards; or
- An advanced degree in Recreation Ecology, Recreation Resources Management, Environmental Studies/Science, Natural Resource Management, Parks and Protected Area Management, Parks Management, Human Dimensions, Construction Management, Public Land Management or Landscape Architecture or related field may substitute for two (2) years of the four (4) year experience requirement.
- Two (2) years of successful experience supervising natural recreation resource management, construction management, or project management including developing work plans, coordinating projects, hiring, evaluating and managing staff in all aspects of work.
- Experience in project management.
PREFFERRED QUALIFICATIONS
- Advanced degree in Recreation Ecology, Recreation Resources Management, Environmental Studies/Science, Natural Resource Management, Parks and Protected Area Management, Parks Management, Human Dimensions, Construction Management, Public Land Management, Landscape Architecture or related field and five or more years of successful experience supervising recreation resource management, construction management, or project management.
- Knowledge of trail design, construction and maintenance techniques and recreational activities in the Colorado Front Range or an area with similar, high recreation use levels.
- Skills at a proficient level with ArcGIS.
WORKING CONDITIONS
Physical and Mental Effort: Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to stand, bend, walk, and kneel. Ability to carry up to 40 pounds while hiking on rough terrain. Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works in a clean, comfortable environment, and also works in an outdoor environment year- round. Potential exposure to dangerous wildlife (e.g., rattlesnakes, mountain lions, stinging insects), toxic chemicals (e.g., pesticides), and dangerous weather conditions (e.g., heat, cold, lightning).
Machines and Equipment Used: Frequently uses standard office equipment including personal computers, calculators, cell phones, and copy machines; vehicles including four-wheel drive vehicles; a range of relevant and appropriate tools and equipment.
