Job Description Summary:
Under general direction, the Water Conservation Program Manager oversees and coordinates the implementation of the City’s water conservation programs. This position oversees planning and implementation of programs and events, compiles and analyzes data regarding the City’s water use and conservation programs, manages consultant contracts, as well as collaborates with other City departments, local and regional water conservation groups, community members and other stakeholders. Strong teamwork, coordination and customer service skills are essential to success in this position.Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Takes a lead role in managing the City’s water conservation program, including:
Develop and manage water conservation strategies, programs, and initiatives identified in the City’s Water Efficiency Plan including managing contracts, contractors, and consultants.
Serve and act as the City’s liaison on water conservation for other City of Boulder departments and organizations such as Colorado Waterwise, and regional drought coordination efforts.
Assemble data and complete water efficiency reporting for the State water efficiency data portal.
Partner with data analysts, communications, and customer service staff to identify and implement water conservation opportunities.
Organize and present information at meetings, workshops, training sessions, etc. Prepare reports and written analyses for review by city departments, advisory boards, City Council, and the public.
Coordinate with internal and external partners to develop demonstration gardens and develop educational material around water wise demonstration gardens.
Manage and implement an appliance direct install/voucher program.
Analyze water usage data and identify recommendations to minimize water loss. Collaborate with other City of Boulder departments to implement water loss recommendations and maintain the water loss audit data.
Manage and implement a landscaper certification program for the City of Boulder.
Lead education and outreach efforts with the community and other city departments on water conservation, including development and maintenance of a public website for water conservation-related information.
Research and maintain a working knowledge of best practices that are appropriate for the Boulder’s diverse community to address water conservation.
Provides information to the public and other city departments regarding the city's raw water supply system, its operation and water conservation program by answering phone calls, e-mails, and other direct public inquiries.
Performs related duties as required to meet the needs of the city.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
Knows and complies with all city and department policies; participates in professional trainings and development; and adheres to attendance and workplace attire policies.

PREFERRED QUALIFICATIONS
Five (5) years’ experience with water conservation.
Knowledge and experience with best practices to address water conservation, climate change and sustainability.
Knowledge of City and local raw water delivery systems and their operation.
Proficiency with Geographic Information Systems (GIS).
Knowledge of waterwise landscaping.
Ability to coordinate several projects at once.
Prior experience managing or supervising contractors and consultants.
Relevant experience working on projects or programs that required involvement of stakeholders with varying interests, concerns, and backgrounds.
Planning, managing, renovating, and building large-scale public or private gardens, commercial scale landscapes, grounds, or campus environments.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s Degree in sustainability, environmental engineering, environmental studies, public administration, or related field from an accredited university
Minimum of three (3) years’ experience in a water conservation related field or equivalent combination of education and experience.

WORKING CONDITIONS
Physical demands: Primarily sedentary physical work requiring the ability to lift a maximum of 20 pounds; occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording, and interpreting information; speech communication and hearing to maintain communication with others. Periodic visits to field or construction work sites requiring walking over rough surfaces and climbing.
Work Environment: Works primarily in a home or an office environment. Routine visits to work sites, including outdoor sites in a variety of weather conditions and where there is exposure to open trenches, moving equipment, traffic, mechanical and electrical equipment, and open water. Travel and local commuting between city office buildings and other Boulder locations can be expected. Ability to work under stress from demanding deadlines, public contact, and changing priorities with minimal supervision in a setting subject to continuous interruptions and background noises.
Machines and equipment used include but are not limited to the following: Hand tools, power tools, water measuring devices, water flow recording devices, water system operating equipment, valves, ditch headgates, motor vehicles, GPS equipment, personal computer and telephone. Frequent use of standard office equipment including computers and mobile devices.
