LICENSE REQUIRED
Possession of a valid Class C California Driver's License and a good driving record.
EDUCATION AND EXPERIENCE
Education:
- Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration or related field.
And
Experience:
- Five years of increasingly responsible experience in a variety of financial activities.
- A minimum of two years in a lead/supervisory capacity.
Desirable Experience:
- Five years of municipal utility billing, collections and in a customer service environment.
QUALIFICATIONS
Knowledge of:
- General municipal revenue and accounting principles and practices;
- Principles and practices of revenue and payment processing including utility billing, business licenses, transient occupancy tax and related customer service activities;
- Principles and procedures of financial record keeping and reporting;
- Customer service practices and techniques as applied to telephone helpline and public counter operations;
- Principles and practices of leadership, project management, motivation, team building and conflict resolution;
- Principles and practices of personnel supervision, training, discipline, and performance evaluation;
- Modern office methods, procedures, and practices;
- Financial analysis and research methods;
- Business mathematics and statistics;
- Appropriate safety precautions and procedures;
- Pertinent federal, state, and local laws, codes, and regulations.
Ability to:
- Oversee and participate in the management of a comprehensive revenue and utility billing program;
- Plan, coordinate and control the work of subordinates;
- Apply a strong emphasis on customer service balancing the legal requirements of the Clovis Municipal Code with the unique circumstances each potential customer brings;
- Conduct analyses and prepare written reports on various projects in a clear and concise manner and explain them clearly and logically to others;
- Supervise, train, evaluate and discipline subordinates when required;
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals;
- Interpret and apply City and department policies, procedures, rules, and regulations;
- Develop and recommend policies and procedures related to assigned operations;
- Communicate clearly and concisely, both orally and in writing;
- Establish and maintain effective working relationships with those contacted in the course of work.
PHYSICAL DEMANDS AND WORKING CONDITIONS
- Work is primarily sedentary and primarily conducted in an office environment;
- Incumbent is required to travel within and outside of the City;
- Incumbent is required to attend periodic evening meetings.
