Description
This position assists in planning, coordinating and supervising the construction and maintenance of City streets, sidewalks, bridges, storm drains and related structures; and performs other administrative and supervisory work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
The work is considered medium-to-heavy in nature and involves walking, standing, stooping, lifting, digging, pushing or raising objects and also involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions : fingering, handling, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.
Work environment may involve exposure to bright / dim light, dusts and pollen, extreme heat and / or cold, wet or humid conditions, fumes and / or noxious odors, traffic, moving machinery, toxic / caustic chemicals, heights; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Essential Job Functions
- Assists in planning, coordinating and supervising the programs and activities of the Streets Division, including the construction and maintenance of City streets, bridges, driveways, sidewalks, retaining walls, parking lots, curbs, gutters and storm drains;
- Supervises assigned supervisory and support staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; assisting with the selection of new employees; acting on employee problems; recommending employee discipline and discharge as appropriate;
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed;
- Coordinates and provides crew / individual training as needed;
- Assists in developing and implementing division policies and procedures, and in developing annual goals and objectives;
- Monitors division schedules and workloads; makes adjustments as necessary to ensure optimum productivity and efficiency;
- Determines the type and quantity of equipment, materials and supplies needed for assigned projects; prepares cost estimates; orders supplies and materials;
- Coordinates the use of available equipment for maximum utility and convenience;
- Assists with and supervises 24 hour emergency operations, including snow and ice removal, street maintenance or damage during inclement weather;
- Coordinates and inspects the work of City work crews and contractors for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety;
- Assists in preparing a variety of studies, request for proposals (RFP), reports and related information for decision-making purposes and as required by the City and regulatory agencies;
- Monitors and maintains materials in inventory;
- Assists in coordinating division activities and functions with those of other City divisions, departments, municipalities and outside agencies as appropriate;
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, preparing spreadsheets, answering the telephone, etc.;
- Attends training, meetings, conferences, seminars, etc., as appropriate to enhance job knowledge and skills; and
- Performs other related duties as assigned.
