This position requires critical thinking and the ability to lead projects successfully from start to finish. Strong time management and organizational skills are key traits to possess. The incumbent shall have a vast knowledge of best procurement and contracting practices and is responsible for adhering to the City of Columbia Procurement Code, regulations and ensuing policies and operating procedures.
The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: balancing, hearing, mental acuity, speaking, standing, talking, visual acuity, and walking.

- Supervises a team of procurement professionals to include, but not limited to training, instruction, source selection, planning, researching, drafting/issuing, assigning, reviewing work, contract award, and all reporting functions relating to solicitations;
- Utilizes independent and critical thinking skills and abilities to guide all decision making in alignment with Department Mission, Vision, and Values;
- Performs all direct duties related to solicitations from start to finish to include, but not limited to leading meetings, drafting documents, evaluations, negotiations, reporting, file maintenance, and contract issuance;
- Strong customer services skills with the ability to respond in a timely manner, resolve issues/complaints/concerns, and escalate matters appropriately and as necessary;
- Excellent written, verbal, and presentation communication skills with the ability to communicate with all levels of staff, leadership, executive leadership, and outside stakeholders;
- Utilizes software systems, to include but are not limited to, areas such as those relating to finance, contract management, formal procurement and small purchase duties;
- Maintains thorough and organized procurement files;
- Mentor, coach, evaluate and develop staff to promote continued professional growth and success;
- Serves as a key member on the Leadership Team, assisting in the development and delivery of department strategy, outcomes, and training; and
- Performs other related duties as assigned.
- Bachelor’s Degree and Five (5) years of procurement experience; or
- Associate Degree and Six (6) years of procurement experience; or
- High school diploma or GED and Eight (8) years of procurement experience;
- Five (5) years of progressively responsible supervisory experience in procurement and contracting;
- Proficiently uses Microsoft Suite, such as Word, Excel, PowerPoint, Outlook, and SharePoint effectively and regularly
- Valid South Carolina Class “D” Driver’s License
SPECIAL REQUIREMENTS:
- Knowledge of various contract types, to include fixed price, time and materials, cost reimbursement, etc., as well as various contract vehicles, to include American Institute of Architects (AIA), Design Build Institute of America (DBIA), and Engineer’s Joint Contract Documents Committee (EJCDC), and project delivery methods, to include Design-Bid-Build, Construction Manager at Risk (CMAR), Operations and Maintenance, Design Build, Design-Build-Operate-Maintain (DBOM), and Design-Build-Finance-Operate-Maintain (DBFOM) is highly desired.
PREFERRED QUALIFICATIONS:
- Candidates possessing CPPB, CPPO, or NIGP-CPP Certification(s);
- Public sector procurement experience;
- Supervisory experience within the public procurement sector;
- Experience with federal, state and grant funding as it relates to procurement;
- Experience with Ionwave or similar e-procurement system.
- Substantive experience in procurement, contracting and project management work, including, but not limited to, public sector procurement, business finance/accounting, project management, contracting and/or contract administration;
- Experience using a variety of contracts, to include, but not limited to contractual agreements, firm-fixed-price and fixed unit price, indefinite delivery, work and task ordering, incentive, and cost-reimbursement;
- Familiarity with standard procurement methods of contracting (i.e. Request for Proposals, Requests for Qualifications, Invitations for Bid, Competitive Best Value Bidding, etc.);
- Professional acumen to handle a fast-paced and varying work load with the ability to shift between projects efficiently and effectively as necessary
Salary : $57,458 - $73,259
