Overview
The Operations Analyst analyzes, evaluates, and provides administrative support for the development and evaluates of performance metrics within the department. Identifies trends and best case or use practice and supports excellence throughout the department.
Essential Functions
Assists with the establishment of long-range goals and objectives for the unit by researching information, developing concepts, collecting data, and meeting with key players
2 Communicates and meets with department heads, various levels of management, consultants, outside agencies, vendors, other governmental entities to formulate project plans, and oversee projects by providing direction, communications and coordination.
3 Conducts research and recommend new technology for operations; evaluates the effectiveness of current practices and looks for ways to improve the department's functions through ongoing review of process and procedures.
4 Communicates and meets with department heads, various levels of management, consultants, outside agencies, vendors, and other governmental entities to formulate project plans, communications and coordination.
5 Use BI tool to simplify data into an easily understandable visual format that supports recommendations.
6 Assists in the development of operational procedures based upon ISO 9001 and OSHA 14001 platforms to create record for each service area and provides training as needed; creates diagrams such as flowcharts, org charts, and process flow diagrams with Microsoft Visio for use by all levels of project stakeholders and operations staff.
7 Provides feedback and assists with training and onboarding of new employees
8 Analyzes and prepares statistical data to determine trends and efficiencies within the department.
9 Provides contract administration and maintenance; serves as primary organizational contact for the duration of projects and communicates with vendors and external parties.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
Knowledge of project management methodologies.
2 Knowledge of leading, training and coaching other personnel.
3 Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program.
4 Knowledge of budget management.
5 Ability to analyze metrics, perform operational research, and deliver sound recommendations.
6 Ability to manage and lead a project.
7 Ability to adhere to deadlines and budget.
8 Communicating effectively and in writing.
9 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
- Bachelor's degree in data analytics, business intelligence, statistics, computer science, public administration, solid waste, environmental, safety, or a related field.
EXPERIENCE:
- Four (4) years of experience in operational analysis, which includes:
-Collection/analysis of data
- -Evaluation of program/process effectiveness
- -Identifying areas for improvement and existing barriers to the
program/process and/or
-Developing/implementing employee training programs.
EQUIVALENCIES:

EQUIVALENCIES:
- A high school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.
- Associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
- Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
- Master's degree (or higher) in a specified field plus two (2) years of the required experience will meet the education and experience requirements.
LICENSE:
- Valid driver's license with good driving record.
Salary Range
$58,204.45 - $72,343.93
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
