Job Summary

The Senior Human Resources Partner II serves as a consultative partner to assigned departments aligning organizational and strategic objectives with human resource related functions such as compensation, employee relations, recruitment, and development. Builds collaborative partnerships across the City and within the HR function to deliver value-added service to City management and employees. Serves as a change agent for new initiatives ensuring operational impact is considered, managed, and guided to achieve success. Provides subject-matter expertise on regulatory guidelines and related internal directives. Provides coaching and guidance to junior level Human Resources Partners.

Job Description

Essential Functions

  • Serves as project manager for HR programs, processes, and activities at assigned groups. Distributes assignments to junior staff and ensures that quality is delivered, with timely execution.
  • Monitors, analyses, and reports metrics and key talent indicators for assigned groups.
  • Consults with other HR partners and Centers of Expertise (CoEs) to ensure guidelines are administered fairly across the organization.
  • Recommends changes to processes, practices, and guidelines.
  • Independently provides full service human resources support for assigned groups. Establishes relationships with key leaders and learns key organizational and operational issues of assigned groups.
  • Provides proactive input to leaders regarding employee relations, organization design, leadership development, compensation and other HR issues. Engages CoEs as appropriate, for guidance and support.
  • Independently conducts investigations regarding employee concerns, ensuring CoEs process is followed. Recommends course of action consistent with best practices, addressing root causes of issues.
  • Ensures any ethics concerns are immediately reported and investigated and that appropriate action is taken.
  • Facilitates organizational transitions for employees at assigned groups
  • Demonstrates enthusiasm for change and helps managers develop and implement effective change management plans.
  • Fosters methods of communication and empowerment through responsibility to build manager and employee ownership of the organization and a positive work environment.
  • Responsible for employee and leadership development activities of assigned groups. Delivers training to employees and acts as a formal development coach for staff, managers, and executives.
  • Ensures performance management and succession planning activities are conducted according to CoEs guidelines.
  • Recommends and implements strategies to attract qualified applicants.
  • Manages the recruitment process for assigned groups by ensuring the best qualified candidate is hired for each opening, following the process established by the CoEs.
  • Monitors recruitment metrics and delivers reports to leaders weekly
  • Responsible for timely and accurate completion of processes, forms, and workflows.
  • Provides first level customer service support in response to inquiries and escalates issues appropriately.
  • Regular, reliable and punctual attendance is an essential function of the job.

Knowledge, Skills And Abilities Required To Perform Work

Confident written and verbal communication skills with the ability to influence the decision-making process.
  • Demonstrated knowledge of core human resource disciplines, federal, state, and local labor laws/regulations.
  • Understanding of best practices related to HR information systems.
  • Excellent verbal and written communication skills with the ability to influence and gain buy-in at all levels of the organization.
  • Ability to present information in an organized, logical manner and ensure execution as expected for all core functions.
  • Strong analytical and problem-solving skills with the ability to make organizational recommendations and guide actionable outcomes tied to metrics, trends, and problem identification.
  • Efficient time management skills with the ability to adapt to changes in initiatives and requirements and prioritize workload accordingly.
  • Intermediate-level skill with MS Excel, Word, and PowerPoint.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the general public.
  • Ability to communicate effectively both orally and in writing with a wide variety of people.

Education

  • Bachelor’s degree in a human resources, business/public administration, or social science field.

Minimum Qualifications

  • Four (4) years of professional level human resources experience in three (3) or more of the following areas: Change management Employee relations Performance management Employee engagement

AND

  • Two (2) years supervisory/project management responsibilities (This experience may be included in the required experience listed above).

Equvalancies

  • High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.
  • An associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
  • A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
  • A master's degree or higher in a specified field plus two (2) year of the required experience will meet the education and experience requirements.

Other Requirements

  • Valid driver’s license and good driving record

Salary Range

$66,743.57 - $83,429.47

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
