The City of Everett is accepting applications on an open/competitive basis for one (1) appointive position to fulfill this body of work. The position and level of engineer hire will be determined by the applicant’s qualifications for Associate Engineer PE or Senior Engineer as a Civil Plans Examiner in the City’s Permit Services Division. Candidates in this position perform mid to high-level civil engineering work in the analysis and review of private developer’s engineered plans and reports.

JOB DESCRIPTION:
Under the direction of the Building Official, Permit Services Manager, or other departmental supervisor, the civil plans examiner will perform civil/site development plan review of private development projects for compliance with codes, ordinances, and engineering principles and practices. Work entails evaluating the civil engineering design of all private development within the City of Everett which consists of residential and commercial developments featuring paving, grading, water and sewer utilities, stormwater management practices and infrastructure, and all other site development features outside of the building envelope. Individuals in this class are expected to possess knowledge of civil engineering design, construction practices, and standards relating to civil infrastructure and will encounter a wide variety of work situations requiring the use of judgement and diplomacy. Professional communication is pivotal to provide clear and concise correction letters as well as to effectively collaborate with design teams and the public. As this position is in the Permit Services Division, there is a public interface component to this role and the successful candidate will be required to provide excellent customer service to developers and the public via phone, email, meetings, and the permit counter to answer all Public Works related inquiries. In this position, considerable independence is exercised, and work is reviewed based on the accuracy and timeliness of permit turnarounds while maintaining a high volume of output.
Job Responsibilities:
- Review civil engineering designs, specifications, and reports for compliance with local, state, and federal codes, ordinances, laws, regulations, and standards for the Permit Services Division of City of Everett.
- Possess strong engineering knowledge of all areas of civil/site development engineering including but not limited to the following: demolition, erosion and sedimentation control, excavation, grading, paving, water mains and services, sewer mains and services, stormwater management and infrastructure, dry utilities, frontage improvements, work in the public right-of-way, and site work on private property outside of the building envelope.
- Conduct property research for permit history, GIS data for utilities, and prepare preliminary development notes for meetings with City staff and the development community.
- Conduct occasional site visits of residential and commercial construction sites for compliance with construction codes, including environmental concerns such as erosion and sedimentation control and stormwater mitigation.
- Draft redlines and write correction letters for an iterative review process, while demonstrating the ability to communicate clearly and effectively with the development community and the public (both written and orally).
- Review cost estimates, easements, covenants, and as-builts as part of the permitting process and prepare public works permits for issuance.
- Provide professional engineering expertise to City departments, staff in the workgroup, and the development community.
- Maintain constant awareness of progress on assigned projects to assure compliance with designated review timelines.
- Work efficiently and effectively in a busy office environment with constant interruptions.
- Manage one’s workload, be a motivated self-starter, and quickly learn City of Everett’s codes, standards, and procedures.
- Work collaboratively with the workgroup as well as with staff from other review disciplines, departments, and agencies.
- Develop and maintain good working relations with the public and development community.
- Make difficult and sometimes unpopular decisions that affect the outcome of a proposed development based on codes and standard requirements.
- Effectively use a computer for daily work including Microsoft Office Suite, GIS mapping software, permitting software, and Bluebeam PDF markup software.
- Provide technical engineering expertise, guidance, and mentorship to technical staff in the workgroup.
- Provide exceptional customer service to residents, applicants, developers, engineers, and other City departments/agencies for public works related inquiries of private site development.
- May be required to participate in hearings with the Hearing Examiner.
- Perform related work and special projects as assigned.

Additional responsibilities for the Senior Engineer position may include, but are not limited to the following:
- Work on complicated, complex, high-level engineering plans that may demand urgency, odd designs/requests that require independent judgement and an expert-level knowledge of engineering principles and practices as well as applicable codes and processes.
- Provide supervision and direction to lower-level plans examiners and oversee the production of the workgroup.
- Perform staff evaluations and address personnel issues for the staff members supervised by this position.
- Manage the plan review queue and other special assignments.
- Develop and maintain tools and resources for the success of the workgroup.
- Work with the leadership team as the go-to for critical path items and provide exceptional responses with intricate detail and immediacy.
- Participate in collaborative meetings with other workgroups to enhance overall processes and act as the public works representative for Permit Services.
- Present at City Council or attend other evening meetings on occasion.

ELIGIBILITY REQUIREMENTS:
A combination of education and related experience may substitute for education requirements.
Associate Engineer PE position requires:
- Bachelor's Degree in Civil Engineering AND
- 4 years’ experience in civil, design, or construction engineering AND
- Registration as a Professional Civil Engineer in the State of Washington, or the equivalent license or certification from another state, federal, military and/or association or licensing body that is equivalent in qualifications and experience.
Senior Engineer position requires:
- Bachelor's Degree in Civil Engineering AND
- 5 years professional civil engineering experience; including 2 years of supervisory experience AND
- Registration as a Professional Engineer in the State of Washington
- Significant management experience and/or plan review experience strongly preferred
Physical Demands/Working Conditions:
- Work is performed primarily in an office environment under pressure and requires the ability to quickly adjust to changing priorities and demands.
- While performing the duties of this job, the employee is frequently required to sit and use a computer, keyboard, mouse, or writing utensils, stand at the permit counter for meetings, and move about the office.
- Some fieldwork may be required to conduct site-visits or on-site meetings.
- Lifting, carrying, pushing, or pulling objects up to 40 pounds.
- Attendance and participation at evening meetings may be required on rare instances.
