The Special Project Manager will lead and oversee the planning, execution, and coordination of unique, high-priority projects for the City, ensuring timely delivery, budget adherence, and alignment with the City’s strategic goals. This role requires a proactive, results-oriented leader who can coordinate across departments, manage diverse stakeholders, navigate complex challenges, and drive innovative solutions to meet the City’s priorities. Public speaking and presenting at Council meetings and public events will be common. You will drive the City’s award-winning performance and strategic management systems.
Project Management:
Completes special projects as requested by the City Manager's Office and/or City Council in alignment with project management process groups: Initiate, Plan, Execute, Monitor & Control, and Close. Researches information, collects data, meets with key stakeholders, formulates project plans, and presents recommendations to the management team and City Council. Serve as the project champion and ensure success.
Stakeholder Coordination:
Collaboration with the City Departments, community organizations, private contractors, and other stakeholders. You will serve as the primary point of contact for assigned projects. Additionally, this position will host regular meetings and provide updates to the City leadership on projects as needed.
Analysis & Reporting:
Responsible for data collection, statistical analysis, community surveys, and compilation of reports to meet given objectives. Generates reports to be distributed to the management team, departments, and City Council. Administer the performance and strategic management systems.
Budget and Resource Management:
Be a great custodian of taxpayer dollars by assisting the management team with budget preparation. Attends budget meetings, collects data, and performs financial analysis reports. Develops and monitors assigned budgets.
This position will oversee project budgets and ensure financial accountability. If needed, you will be responsible for securing funding through grants or partnerships when applicable.
Contract Management:
Builds professional service agreements that clearly define performance and expectations with non-profit organizations. Ensure contract deliverables are met and the contract performs as expected.
Process Improvement:
Asks questions to better understand processes and learn and grow. Completes process reviews to ensure efficiency and effectiveness. “This is the way we have always done it” is not an acceptable approach.

Bachelor’s degree in a relevant field; Project Management Certification is preferred.
Minimum two years of local government or related experience is required.
Proven track record of managing strategic projects in a government setting.
Deep understanding of municipal operations, Capital Improvement Programs, and Municipal Budgeting.
Strong leadership, organizational, and decision-making skills.
SPECIAL REQUIREMENTS:
- Ability to travel and work evenings and weekends as needed.
- Ability to attend Council meetings and Council events.
- Ability to attend some City events.
- Ability to attend conferences and training events to continue to network and grow.
LICENSES AND CERTIFICATES:
- Valid driver's license with good driving record and ability to maintain while employed.
- Project Management Certification preferred.
WORK ENVIRONMENT:
Work is primarily performed in a climate-controlled office environment. Physical demands are sedentary—light lifting (up to 10 lbs.) on an occasional or incidental basis.
